Immigrants receive their social services from their local social offices, just like other municipal residents, with the exception of the customers of the Immigrant Office. Customers of the Immigrant Office include the following groups of persons who have moved to Turku from abroad, from reception centres, or from other municipalities:

  • quota refugees
  • asylum seekers who have received a residence permit
  • returnees from former Soviet regions
  • family members of the above-mentioned who have come to Finland later

The length of time for being a customer at the Immigrant Office is estimated on a case-by-case basis. On average it is about three years from entry into the country, after which people become customers of normal services.
