New city plans result in the formation of new single-family sites, which are assigned to customers based on application and competitive bidding rounds. The time of assignment is dependent on several factors, including the planning situation of the area and the construction schedule of municipal infrastructure. Sometimes sites are also included in an application or competitive bidding round as a result of cancelled assignments.
The first-time assignment of all sites is conducted by leasing or by selling based on an open competitive bidding process or an application process in accordance with the zonal price. Offers of rent are accepted only from natural persons. Assignment rounds for new areas are organised at least once a year and are announced in the local newspaper and the City's website.
What is the application procedure?
In the application procedure the prices of sites are determined based on the zonal price and applications are submitted primarily through the City's online site service. If multiple applications for the same site are received during the application procedure, a lottery will be held to determine which applicant the site will be assigned to. Please note the following before applying for a site:
Offers of rent are accepted only from natural persons.
Sites included in the application procedure are assigned primarily to natural persons.
The same party (including family members) may only submit one application for each site.
Applications pertaining to multiple sites must state the order of preference of the sites, which will only be considered in the event that multiple sites would otherwise be assigned to the same applicant. Assignment is determined primarily by lottery.
The City will charge a down payment of EUR 1,000 from the successful applicant within two months of the assignment decision.
- In the event that the successful applicant withdraws from the purchase or lease, they must compensate EUR 1,000 to the city as reasonable costs incurred in accordance with Chapter 2, Section 8 of the Code of Real Estate.
What is the open competitive bidding procedure?
In an open competitive bidding procedure, bidders can see the offers submitted for the sites and raise their bid during the bidding period. During the bidding phase of an open competitive bidding procedure, applicants may only submit bids through the Huutokaupat.com service, but the party to whom the site is assigned may notify before the bid approval decision that they want to rent the site instead, in which case the base rent is 4% of the bid price.
The City will charge a down payment of EUR 1,000 from the party that submitted the accepted bid by separate invoice immediately after the approval decision made by the Divisional Director of Public Utility Property Management.
In the event that the party that submitted the accepted bid withdraws from the purchase or lease, they must compensate EUR 1,000 to the city as reasonable costs incurred in accordance with Chapter 2, Section 8 of the Code of Real Estate.
