Questions and answers concerning the Ignite Turku competition

Can Ruissalo Island (postcode area 20100) be considered to be part of the competition area?

The competition does not aim for development ideas for Ruissalo, although technically the island has the postcode area of the city centre. The competition seeks openings related to the revitalization of the city centre in accordance with the city centre vision 2050. As the development targets defined in the vision also act as assessment criteria in the competition, a proposal that does not address the intended area would not be in an equal position with other proposals.

If I participate in the competition with one or more of my business ideas and I don’t win, does the City of Turku or the organiser of the competition own the competition ideas and IPRs of the ideas? Can the City of Turku use the ideas on its own later?

The copyright of the competition proposal will remain with the maker of the proposal. However, the organiser of the competition has an unlimited right to use the themes and ideas of the submitted and awarded proposals. The rights include the right to use, utilise and copy themes and ideas of the proposals and make changes or have changes made to them in the framework of the Copyright Act applied in the development of the city centre of Turku.

The organiser of the competition reserves the right to acquire ownership of the content of competition proposals on conditions to be separately agreed with the maker of the proposal. The rights of use and rights of property in their entirety will then be passed on to the competition organiser. The organiser of the competition and their partners have the right to publish illustrating and descriptive material and content of the competition proposals without a separate remuneration. The competition is implemented as an open procedure. A public participation round via the Kerro kantasi (Voice your opinion) service is carried out for ideas that have proceeded to the second phase of the competition. In principle, the competition proposals should not contain any business secrets. If they do, they must be clearly distinguished in the proposal e.g. by including them in a separate attachment. The Act on the Openness of Government Activities is applied to the organiser of the competition and their documents.

Can I apply for funding through the competition?

In principle, the Ignite Turku competition is not a funding channel for projects. The potential partnership to be established through the competition is a joint effort that all parties will resource in accordance with a collaboratively created plan.

Other City of Turku project funding for a development project proposed for the competition is, in principle, not acceptable. However, funding granted for basic activities or other existing collaboration with the City of Turku is not an obstacle for taking part in the competition.
