Linnanniemi competition seminar

An open seminar was organised on the 22nd of January 2020 for those who are interested in the international idea competition for Linnanniemi.

Questions and answers

Is a tramway or BHLS going to be implemented in the area? Does either take priority?
We have not made a decision on the tramway or the high-capacity bus system as of yet, neither of these options takes priority, see programme on page 62.

Could canals be built in the area, do people want canals?
Canals can be built for justified reasons and if they bring added value. However, building canals is expensive, which is why we should consider them carefully before submitting any proposals.

What are “overlapping area and terminal structure area”  in the image on page 79, what will be built there?
‘Terminal structure area’ (purple) will be the site of harbour structures that require a joint terminal, walking bridges from terminals to ships and port service areas. The area will be part of the security area for the harbour (ISPS).
‘Overlapping area’ (light blue) will be a cooperation and multifunctional area, and traffic areas required by passenger traffic to the port will be located there. A separate map draft of the traffic area has been added to the website. The rest of the area marked in blue is freely available for ideas. The port hopes that operations that support port activities would be located in the blue area. Programme page 78.

Will other companies besides Tallink & Silja and Viking use the new joint terminal?
The times Tallink & Silja and Viking Line ships visit the port are very busy and congested, which means that there is no room for other operators in the terminal at those times. However, the ships only spend a few hours in the port in the morning and evening. The area is vacated during other times, which is when the area could be used in a flexible and versatile way for other purposes. It could also be used by other ships, with the exception of tourist ships that spend longer times in the port. A tourist ship pier could be proposed for the competition area; the Viking Line terminal, for example, has suitable structures (piers, ramps, walkways).

Has the location of the passenger terminal been decided? Could it be located on the west side?
Other port operations will be located on the west side in the future, as well, and the area is only reserved for this purpose (ISPS area). Furthermore, placing ships elsewhere is problematic due to the size of the ships. People want the passenger port to be located in the city centre, and the passengers to be able to access the city directly. The ships arrive at the port early in the morning and passengers need services and operations as soon as they arrive.

Will the entire train track be removed from the area?
Yes, that is the premise. The train tracks will be moved to the north, and it is possible that we may not need the train track at all, if we build the tramway.

Are future archaeological finds likely to affect the plans? Is there a map of them?
It is probable that there are archaeological findings near the castle, there is no map of them. It is, however, possible that there are finds elsewhere, too, but the competition area mainly consists of fill-up soil, which brings the likelihood of archaeological findings down.

Are there any hotel projects proposed for the area? How many bed nights are registered in Turku each year?
There are no current hotel projects under way in the area, but the demand is there.
Nearly one million bed nights are registered in Turku annually (including both foreign and domestic visitors), and the goal is to double the number of tourists staying overnight in Turku.

Which is the lowest permissible level of construction required by the flood risk? Is the sea level an issue?
The current ground level in the area is low. In addition to seawater flooding, the flooding of stormwater cause problems. On the competition programme map on page 60, the green lines are stormwater main lines, which will remain where they are. The lowest permissible altitude is 2.65 m according to the City’s building regulations. This is illustrated on the map on page 59 as well as the planning instructions on page 87.

Does the competition require registration?
The competition is open, no registration is required. Creator information is submitted in connection with submitting a proposal.

How large can a competition group be?
The size of the competition group is not limited.

Marinas
The City’s guest marina is located directly to the east of the competition area on the Aura River. There are also guest marinas in Ruissalo in the Ruissalo shipyard area. There are plenty of berths for rent on the Aura River and near the competition area, and there are also yacht club marinas close by.

Föri traffic in winter time
The Föri will be operating in the winter for as long as the ice cover permits. Once the ice is able to bear the load, a pedestrian walkway will be constructed on the ice.

How much noise will the current Viking loading area generate? Does the area have other uses?
Most noise is caused by traffic during loading times (a few hours in the morning and evening). Driving to the ramp is also noisy, in particular, and ship machinery also generates noise.
The area is designated as a security area for the harbour (ISPS), it cannot be used for other purposes.

Which services does the Telakkaranta district offer?
A restaurant will be located in Telakkaranta, there are no other services to speak of.

Are there plans for a bridge from Hirvensalo to Linnanniemi?                       
No, there are no plans.

Where is the closest public beach?
In Ruissalo, the Kansanpuisto beach. The beach on Kaarle Knuutinpojan rantatie is located at the tip of Telakkaranta, but it is not designated as a public beach. However, people do swim there.

How deep is the water at the harbour? How often is the harbour area dredged? Where is the dredge spoil deposited?
There is sufficient depth for ships (approximately 10 metres near the Viking Line terminal). The river carries some soil, which means that the route must be dredged every year and larger dredging operations are carried out when necessary. Dredge spoils are currently deposited on land.

What is the average number of passengers on ferries between Sweden and Finland?
Viking Line: the number of passengers varies by season and ship, 500–2,500/departure
Tallink & Silja: the number of passengers varies by season and ship, 1,000 on average, up to 2,000 passengers
Tallink Silja delivered some layout drawings of the Silja terminal to get better idea of the functions in the building. Drawings can be found on the competition website www.turku.fi/en/linnanniemi.
