Questions and answers concerning the competition for the Linnanniemi area

ABOUT SUBMITTING COMPETITION ENTRIES

1)        The competition programme states that the competition ends on 21 April 2020 at 3.00 pm (GMT+2). Please specify the time, as Finland has set clocks to summer time on 21 April (GMT+3)

The time had mistakenly been given in normal time as 3:00 pm (GMT+2). The deadline is correct in the competition programme, time corrected as being at 4 pm Finnish summer time
(GMT+3). Competitors are kindly asked to submit competition entries in good time before deadline to avoid jam in website.
PLEASE NOTE: THE COMPETITION PERIOD HAS BEEN EXTENDED DUE TO THE CORONAVIRUS EPIDEMIC. THE NEW DEADLINE FOR THE COMPETITION IS 28 MAY 2020 AT 4 PM (GMT+3).

2)        Is there a limit on the pdf file size to submit?

The maximum size for PDF files is 5 GB (5,000,000 KB), but to avoid submitting problems, we do not recommend that you send maximum-sized files.

3)        How can author information be sent in an encrypted form? Can the postal service be used?

See competition programme section 7.3. on page 92. Author information should be provided separately in connection with the submission in accordance with the instructions given online. This information cannot be sent by post.

ABOUT PARTICIPATING THE COMPETITION

4)        “OPEN TO ALL?"

Competition programme section 2.2., page 13: All citizens of Finland and other countries can participate in the competition, regardless of their professional background.

5)        How many people can the team consist of ?

There is no restriction on the size of the group.

6)        Do we need to register in this website or another portal to enter the competition?

You do not need to register for the competition.

ABOUT COMPETITION DOCUMENTS

7)        The posters are requested as files. Should paper posters or images attached onto paperboard not be sent?

See competition programme section 7.2. on page 92. You must not submit any paper, paperboard or other similar posters to the competition.

8)        Refer to page 90 of the competition brief the "Poster 3 / Oblique aerial photo: Plan for the area, embedded into an oblique aerial photo, with the plan covering the whole poster." Is it allowed to do it by hand-drawing view done with the base of the aerial photo?

You can choose the drawing technique freely.

9)        Is it possible to specify the instructions regarding the Museum of History and the Future?
- The text asks for location, shape, modeling, outdoor spaces and accessibility. But in the instructions for the competition documents you ask for a 1:1000 section and plan including the museum. It seems impossible to elaborate all these things into this scale.

10)      Please specify what is going to be at Poster 4 (under 7.1). Is it only two sections in 1:1000 or is it also two plans in 1:1000?

In competition programme the English title on poster 4 is misleading. The word ”section” is not used to refer to an intersection here, but an sector, attraction or location.
New competition programme text:
4) Poster 4 / Sectors 1:1,000 / A more detailed plan for the most important sectors, at least two sites (freeform presentation/drawing, for example view, layout, plan, etc.). One detailed plan must present a concept for the Museum of History and the Future (freeform presentation),
while the second detailed plan must present an essential attraction or site chosen by the competitor (freeform presentation).

11)      5 ) and 6) Views, illustrations. In total, how many exterior views at ground level is asked for?

At least two views on at least one poster. The total number of views is not restricted, but the maximum number of view posters is two (poster 5 and poster 6, if necessary), page 91. The phrase “if necessary” was left out of the English language competition programme by mistake.
To be clear: poster 5 is mandatory, but poster 6 is voluntary.

12)      We understand from the competition brief that the minimum font size on the posters needs to be 30pt. This can work for the main narration text, however, when it comes to annotation test on drawings and text on diagrams, it becomes too big. Can we use smaller text size for annotation on drawings and on diagrams? Thank you very much.

13)      At 7.1 it is mentioned that the font size must be at least 30 pt. That seems very big, so is it ok to use a smaller size as long as it is possible to read in A3?

14)      Section ‘7.1 Required documents’ of the competition programme states that the font on the A1 posters must be at least 30 pt. When scaled to A3, the font size is still 15 pt. The body text must be shortened considerably to accommodate this font size. For comparison, the body text of the competition programme is in size 9 pt. Could this minimum font size requirement be reconsidered?

The font size of headlines and similar texts must be at least 30 pt on posters (corresponds to 7.5 mm text in CAD software), a slightly smaller font size may be used for other texts. The text should, however, remain legible in the A3 -print, meaning that 18–20 pt (4.5–5.0 mm in CAD software) is the smallest possible size (including images and diagrams).

15)      Can the "visions of stage-by-stage implementation" be sped up? or is it set for the year 2029, 2039 and 2049?

The visions have been designated to specific years to ensure that they can be compared. The participant may include other years in addition to the specified vision years in their vision views.

ABOUT ADDITIONAL MATERIALS

16)      Are the coordinates for the inclination of the oblique aerial photo in relation to the horizon (roll value) and eye point and target point available?

The image is a composite of two images, no information is available.

17)      Is it possible to have a dwg drawing with the elevation lines of the competition area?

18)      Is it possible to have the different height of the terrain in the competition area?

The base map of the competition area, attachment 1 (dwg and pdf) contains contour lines every 1.0 m. The lines and the measured terrain elevations are given as figures on a separate layer: ”TKU_KK_korkeus”. Contour lines have not been given in traffic areas. The area is primarily quite flat, meaning that there are very few contour lines at all. The surface elevations can be altered.

19)      Can we get drawings on facades of Linnankatu 93, Viking Line Terminal and Forum Marinum?

20)      Are the layouts for the Viking Line terminal and Forum Marinum available?

21)      We'd really appreciate if you can provide us the main buildings plans drawing (DWG or PDF) related to the competition area (Turku Castle, Forum Marinum, blocks of port area, Linnankatu 88-90-93, block of trade storehouses, Linnankatu 83, Vallihaudankatu 10...) and the surrounding developing areas master plans (DWG or PDF) - (new Ferry Terminal Turku, Linnakaupunkivisio, Harppuunakortteli, Linnanfältti, Turku Energia, Herttuankulma, Lauttaranta, Telakkaranta, Kakola).

The layouts of the Tallink Silja terminal have been added to the website after the seminar (attachment 10). The layouts of the Viking terminal have been added in connection with uploading these answers to the website. This competition is a competition for ideas. Because any planning of the buildings is not included in the competition programme there are no more drawings of other buildings added in the additional materials.

22)      Is it possible to get "Simple 3D soil and construction model of the area" in PDF or IFC format?

23)      Can we get "3D Materials from wider area" in IFC format? Does "3D Materials from wider area" provide facades and sections of Turku Castle?  If not, can we get these facades and sections?

No IFC or 3D-pdf models are available for the area. 3D SketchUp models (skp) of Turku Castle, Forum Marinum and the Sea Port hotel building complete with facade images have been added to the attachments.

24)      Can we get some more information about the construction and the site between "Linnankatu - Vallihaudankatu - Satamakatu" streets - the function and the possibility to use the southern part of the site for parking lots e.g.

25)      Page 50 of the competition programme states that a renovation project and new high-rise residential buildings are planned for Vallihaudankatu 10. Must these be observed in the proposals? If yes, is there any illustrative material available?

There is no additional material available for the constructions of the area. The plans do not need to be observed, the area can be freely designed. The status of the buildings in the southern part is presented on the map on pages 43 and 49, on page 50 of the text and the protection instructions for the planning process are given on page 86. Using parts of the area as parking lots e.g. is depending from the decision of the competitor.

ABOUT THE INITIAL DATA AND INSTRUCTIONS FOR PLANNING

26)      Is there a maximum hight for new buildings? The text mentions 3-4 levels but is it possible to be more specific?

The maximum height of the buildings is determined by their location in the area as well as the overall design of the competition entry (pages 70, 71, 72 ) and the competition goals in terms of the cityscape (page 16).

27)      Can a noisy area not suited for residential use be specified in meters from car ferry loading ramps? Will 100–150 m be enough?

Areas unsuitable for residential use are presented on the map on page 69 of the competition programme.

28)      Can you provide precise information on the expansion needs of Forum Marinum (square meters, functions)?

See competition programme page 76. The expansion needs are connected to other future operations in the area and the development of the area. No exact space requirements have been specified yet.

29)      Does the 7000 sqm gross area requirement for the Museum of History and the Future include service functions such as elevators, stairs, corridors, toilets, mechanical room, guest lockers etc.?

Yes, the area is given as gross area, it includes all spaces.

30)      Does all the new buildings designed in the competition area have to be planned with the entrance level at 2.65 mt?

31)      On page 87, it says: “The flood risk must be taken into account in all construction in the area, and the floor levels of new buildings must be planned according to regulations.” Which building regulations should be taken into account?

Instructions are about the floor elevation. The lowest permitted floor level is +2.65 m. See page 87 “Constructability, rainwater, flood risk.”

32)      Refer to page 72 of the competition brief: " The shore- line and shore structures can be altered within the limits set by port operations, water traffic in the Aura River, the flowing river water and ice. However, the shoreline cannot be extended any further out than it currently is." Is it possible to re-design part of the shoreline within the boundary of the existing one?

Yes, the shoreline of the competition area can be altered within the boundaries of the current shoreline.

33)      A Medieval-style area much like Jakriborg, which was built in Sweden in the 1990s, would be ideal here.

The style of the area is totally up to the participant.

ABOUT PROTECTED SITES

34)      In the competition programme, the Turku Castle Park has been designated as an ancient monument area and any structural or functional changes are forbidden. Which changes are permitted in the park? Can the access routes, flower beds, ditches and other similar sections in Linnanpuisto Park be changed?

See page 74. Some minor changes to access routes and other light surface structures can be proposed for justifiable grounds if they are essential for the solution of competition.

35)      On page 46, it says: There are several museum ships within the museum area, as the two examples given and ship Bore. Is it possible to know if these boats could be moved to another place?

36)      Which of the boats that are currently anchored by the harbour and the maritime museum can't be moved? and the reason for that?

See page 76. The frigate Suomen Joutsen cannot be moved due to the protective structure constructed around the vessel. All the other vessels are possible to move for a good reason. Suomen Joutsen is marked with 1 in the area map: www.forum-marinum.fi/en/visit/getting-to-the-museum/

37)      Is it possible to relocate the Museonosturi?

38)      On the image “The protection objectives of the competition area” the crane is “a legally effective protection decision”. Is it possible to move it to another place? Can we have more information (drawings) about it?

The foundation of Museonosturi is constructed all the way down to the hardpan in the current location and the location of the crane is specified in the local detailed plan. Changes may be proposed to the location of the crane for justified grounds, but the decision to move the crane will not be made lightly, because the costs for moving the crane are relatively high. The location of the crane is presented on the map on page 49 as a grey dot near the bow of Suomen Joutsen. The crane is number 4 in the area map: www.forum-marinum.fi/en/visit/getting-to-the-museum/.
No drawings of the crane are available.

39)      Refer to the page 43 of the competition programme, what does it means the buildings signed in orange colour and describe as "A VALUED SITE OF TURKU MUSEUM CENTRE".

Sites valued by the museum have been assessed and determined by the museum, but the buildings have not been officially protected. See pages 42 and 86 for further details.

40)      Page 86 in the program: "Sites located in a protected area in the regional land use plan or sites protected in a component master plan can only be replaced by new construction for an extremely good reason." Is the word "sites" here used as a word for buildings/constructions, or does this mean that it is not desirable to place new buildings in this area at all? The zone for regional land use plan covers almost half the competition area according to the map on page 43.

The word “Sites” refer to buildings or constructions here. It is possible to design new buildings in sites located in a protected area in the regional land use plan or sites protected in a component master plan but you must take the surroundings into account.

41)      On page 43, it shows a map with “the protection objectives of the competition area”. The map shows different levels of protection for the marked buildings. Is it acceptable to demolish buildings categorized as “protected in a component master plan” and “valued site of Turku museum centre” in order to value the new urban planning for the city?

42)      Refer to document n.10 "Layouts of Tallink Silja terminal". Has this terminal and the building to be preserved or has to be demolished?

43)      Is the maintenance and re-functionalization of the grayed buildings on the map on page 43 (in particular Silja Line building and Viking Line building) positively valued? Or can they be demolished if the overall design and strategy provides for it.

The terminal buildings and other buildings marked with grey color in the map in page 43 can be replaced with new construction (or propose new use) if required by the overall solution. See ”Planning instructions for the existing buildings” on page 86 and the map on page 43 of the competition programme. Attachment 10 (the layouts of the Tallink Silja terminal) and newly added layouts of The Viking terminal are added for information. Planning of the buildings is not included in competition.

ABOUT THE FUNCTIONAL CONTENT

44)      Are there any restrictions concerning placing residential buildings in the area (in addition to the regional restriction specified in the instructions)?

45)      Is there a clear concept of which functions are to be placed in the area – which functions could be planned and implemented in the area in an economically viable way – in addition to the new museum?

The primary focus of the competition is to generate ideas for the various functions in the competition area, for which we want input from the participants.

46)      Are there any functions that are undesirable in the competition area?

See section ”Functional content of the area” on pages 67–68 of the competition programme.

47)      Can the competition proposal contain fresh views on the building facilities and concept of the Museum of History and the Future?

The idea competition also lends itself to ideas concerning building facilities and concepts, but these are not included in the competition program.

48)      Is it possible to propose new future functions for the Hotel Seaport building?

Yes, new functionalities can be proposed.

49)      Are there future plans to increase the number of boats anchored on the river?

Possibly, if there is room for the new vessels.

ABOUT THE HARBOUR, TRAFFIC AREAS AND WATER TRANSPORT

50)      Can the terminal structure area located inside the competition area contain any new plans (page 79 of the competition programme)? The area is located inside the competition area, but the competition instructions state that the area may not be used. What does this mean?

The area is reserved for harbour functions, no functions can be designed for the area even though it is located within the boundaries of the competition area (see map on page 79). The current Silja terminal is an exception to this rule, as new functions may be placed there even though the map shows that the terminal is partly in the restricted area.

51)      Concerning the future joint terminal: where is the user/visitor access point to the Linnanniemi area? What is the border of the joint terminal and the competition area like? In other words, can people move freely through the border or is movement restricted/prohibited in some way?

The terminal structure area (purple area in map on page 79) will mainly consist of the security area of the harbour (ISPS), access to the security area will be restricted by means of fences, etc. in accordance with regulations in connection with constructing the joint terminal. The joint terminal has not been designed yet, meaning that the location of the entrances is currently not known. There is going to be unobstructed access to the joint terminal building from the competition area. Access to the overlapping area (light blue area on the map) is free. See competition programme page 78, Passenger port and the joint terminal’s traffic arrangements.

52)      In the power point of Timo Hintsanen (seminar documents) the slides number 7 and 8 show a new proposal for the New Ferry Terminal: do we have to consider this proposal in the new competition design ideas?

53)      About the “7-tramway_plan_raitiotiesuunnitelma” document and seminar presentation:
On page 7-8 of the tramway document, the new passager port plan is presented, as well as on pages 7-8 of the seminar presentation of Timo Hintsanen, Director of City Planning, called “Linnanniemi”. Overlapping these two documents, the implantation limits and size of the new passenger terminal are quite different. In which phase of planning is this building going to be developed? Is it possible to know what is the exact implantation of the new building? Is it possible to receive more information about the building, as plans and sections, in order to organize the space and answer to the needs of traffic to and from the Ferry Terminal?

The joint terminal building on slides 7 and 8 is an early draft for town planning, the building has not been designed yet. All images and plans presented here are only preliminary drafts. The building has not been designed yet and no information about the final shape or exact location of the building is available yet. The latest and most accurate draft for the location of the joint terminal building is in the attachment number 11. (traffic area of the joint terminal / draft).

54)      Is it possible to propose a different design layout of the " traffic area of the joint terminal" showed in the document number 11 (traffic area of the joint terminal / Draft) ?

55)      Is it possible to re-design a little the mobility scheme of the trafficmap.pdf file?

56)      The competition material seems to contain a significant conflict between the tramway master plan and the drafts for the Ferry Terminal traffic area. Can the authors make a decision on the traffic plan or should they comply with one of the drafts?

57)      referring to the draft (pdf, added 12.2.2020) Traffic area of the joint terminal / Draft. Is the draft binding? Do we keep the traffic layout for planning the area?

58)      Is the "Traffic area of the Joint Terminal/ draft", added on 12.02.2020, a requirement to use on the competition? or is it suggestion?

The draft for the traffic area of the joint terminal (trafficmap.pdf /attachment 11) is only a preliminary draft of a possible solution for the traffic in the area. The draft was added to facilitate brainstorming and to perceive the amount of space needed for traffic. The draft is not binding. Changes can be made within the competition area and traffic arrangements can be presented in a manner suitable for the overall solution.

59)      Do vehicles access ships from location 1 at the stern of the ship (north) and location 2 at the bow (also north)?

Access to the ships does not affect the organization of the competition area. In the future, access to the ships will be implemented outside the competition area.

60)      Is the superbus option now history and the tramway the selected option?

No decision has been made on the matter.

61)      Is it possible to provide at plan/diagram of the relocation of the rails?

The railroad tracks are located outside the competition area, to the north of the joint terminal. The railroad plan will not affect the competition area, no plan is available.  See images on page 81 for transport in the harbor, the planned relocation of the rails is marked with light brown on the west side of the “possible parking facility”.

62)      Is one suppose to consider the railway that goes through the competition area or may one remove it completly?

63)      The railway track close to Turku Castle has to be removed?

The transport use of the railroad track will be removed from the competition area. The track itself can be demolished but does not have to be demolished. See page 61 (traffic) and page 70 (ideas for nearby areas).

64)      Is there ferry service connecting island to island?

See page 63, “Water transport.” Yet there are no ferry connections between the islands nearby. There are several ferry connections from the river Aura to the nearby islands and further to the archipelago. Ferry connections will be developed further and hopefully some landing-states of the water traffic will be moved in the competition area.

65)      exactly which ferries should depart/arrive from the competition area and not in the overlapping area?

66)      Is a ferry terminal required in the competition site?

The joint terminal will be located next to the competition area in the ”Ferry terminal” area in accordance with the decisions. (See fifth seminar question and answer www.turku.fi/en/linnanniemi-competition-seminar )
Competitors are asked to consider designing port and wharf areas required for the needs of water transport to the nearby islands and archipelago (see pages 77 and 86) and for the needs of the maritime center (page 76). It is also possible to suggest other functions related to the port.
