When to File a Report with Child Welfare Authorities?

A report should be filed with the child welfare authorities when there is concern over a child's welfare.

A report should always be filed with the child welfare authorities if there is an occurrence of:

  • Child abuse, or
  • Domestic violence between the parents in a family with children

The following incidents, for example, are reason for concern:

  • Parents are beating their children
  • Parents are intoxicated or under the influence of drugs in the presence of the child
  • The child is under the influence of alcohol or drugs
  • The child is truant
  • The child is often outdoors at unusual times or is dressed inappropriately 
  • The child's behaviour is deviant; for example, the child is very withdrawn, apathetic or overly aggressive

 

Filing a report with the child welfare authorities is necessary so that incidents of child negligence, potential danger or abandonment are discovered as early as possible, and both the child and the family receive the help they need.  The purpose of child welfare is to safeguard the best interest of the child and his or her family in situations where it may be difficult to manage without assistance. 

Social welfare authorities have the responsibility to investigate each report filed with child welfare authorities.
