A transport service covers an ordinary taxi or a disabled taxi. 

You can apply for the transport service at the services for the disabled. The telephone service to book an appointment with a social workers is open Mon–Wed and Fri 9 a.m.–10 a.m.
The telephone service for service managers of transport services for persons over 70 years of age is open Mon–Fri 9 a.m.–11 a.m. and Mon, Tue and Thu 1 p.m.–2 p.m.

Transport service for persons with severe disabilities

The transport service for people with disabilities is intended for persons with special mobility difficulties who, because of their disability or illness, are unable to use public transport. 

Transport services are arranged in such a way that, in addition to the necessary commuting and study trips, a person with a severe disability has at least eighteen (18) daily commuting trips per month.

Reimbursement of travel expenses related to illness (e.g. visits to the doctor, laboratory tests and physical therapy) is applied for from Kela.

Applying for transport services for persons with severe disabilities

You can apply for a transport service in accordance with the Disability Services Act with a written application or an electronic application. The application must be accompanied by a statement from the health centre doctor and, if necessary, other expert opinions and reports.

The decision always requires a personal meeting with the social worker of the disability services.

Transport service under the Social Welfare Act

The transport service under the Social Welfare Act is mainly granted to elderly persons who are not entitled to transport services under the Disability Services Act but who have special difficulties when it comes to mobility and using public transport. The service is provided within the allocated budget. In addition to assessing functional capacity, the applicant's overall situation, including the his/her financial situation is taken into account when determining the need for the service.

A transport service may be organised when a client’s functional capacity is reduced due to age or due to a severe disability that causes particular mobility difficulties so that public transport cannot be used without undue difficulty.

A transport service entails the possibility to use an ordinary taxi or a disabled taxi. The service is provided either on the basis of the Social Welfare or Disability Services Act.
