A disabled child or a child with special educational needs has the right to get the interpretation and assistance services, other educational services and special aids he or she needs free of charge in order to participate in the education. (Section 31 of the Basic Education Act) The assistance services needed by the schools are decided upon a request from the schools each year.
Basic education refers to the general education for children between 7 and 16 years of age. It consists of year levels 1–9. Basic education is free of charge and aims to prepare and qualify students for secondary education. Further goals and the contents of basic education are defined in the curriculum.
In Turku, basic education is available in Finnish, Swedish and English in city-owned schools. In addition to the schools owned by the City of Turku, there are privately owned schools in the area.
A student’s home address determines which school they will attend.
A pupil can be assigned a special diet on the basis of food allergy or hypersensitivity and for religious or other ethical reasons. The need for a special diet is assessed in school health care. The special diet should be followed on a regular basis.
If the pupil needs a special diet for health reasons, the guardians should contact the school nurse annually (Have a look at Notification form for special dietary needs in English).
Entrepreneurship education is attitude above all!
Students are tutored to work systematically and with perseverance and to take responsibility for their own doings. They are encouraged to recognize their strengths and to become interested in various things. Students are also encouraged to be persistent in finishing their tasks and to appreciate the work results.
Basic education implements the child’s rights for learning and personal well-being. The modules that support teaching strengthen the children’s involvement, activity, and knowledge of culture and nature, and encourage the children to exercise, examine, express themselves, and experience art and entrepreneurship amongst other things.

Teaching in schools is based on the curriculum, which in turn is based on laws and regulations. The curriculum illustrates practical school work and all schools must follow it, which means it is a standard. The National Board of Education has approved the national core curriculum of basic education, and the municipality-specific section of Turku City basic education curriculum for years 1–9 is based on it. Additionally, school-specific specifications for organizing teaching have been described on the schools’ curriculums or school year plans.
