A school bus card is granted in the following cases:
- The distance between the home of a student in years 1–9 and the nearest local school is over 5km.
- The distance between the home of a 10th year student resident in Turku and the nearest local school is over 5km.
The distance between home and school is measured from the yard of the student’s home to the yard of the school via the shortest road that is suitable for pedestrians and is in public use.

The Turku region benefits from an excellent strategic position in relation to markets in Scandinavia, northern Europe, Russia and China. Turku forms part of some of northern Europe’s most important transport routes, including the Nordic triangle transport axis, connecting the Nordic capitals and St Petersburg.
The region offers the best freight links between Finland and Scandinavia. A number of services depart from the area daily for Stockholm and Sweden’s most densely populated areas are a maximum of 24hrs away from Turku.

According to the Basic Education Act the student has a right for free school transport if the way to school is longer than 5 km or it takes longer than 2,5 hours (3 hours for over 13-year-olds). The transportation benefit may also be granted based on the dangerous nature of the way or on an expert opinion that the way to school is too difficult or tiresome compared to the health or developmental level of the student.

Turku Region Public Transport Committee is responsible of public transport in Turku, Kaarina, Lieto, Naantali, Raisio and Rusko according to the co-operation agreement accepted by these municipalities.
The task of the committee is to act as the common regional competent authority of public transport subordinate to the Turku City Council and the City Board.
The presenting official for the committee is the Public Transport Director Sirpa Korte. The secretary of the committee is Harri Lehtinen.
