The Environmental Division comprises Building Control, Urban Planning, Environmental Protection, and Environmental Health Care. The Regional Public Transport acts as part of the Environmental Division.
The oldest documents of the Environmental Division have been moved to the City Archives. The newest documents are being kept within the division, and out of them the most wanted materials are:
Turku Science Park is one of the largest and oldest scientific parks in Finland. Unlike the majority of Finnish science parks, Turku Science Park is a close part of the city structure and is within a walking distance from the Turku city centre, in the immediate vicinity of the Kupittaa railway station and the Helsinki motorway.
Gateway to the west for passenger traffic
Turku harbour, or the Port of Turku, has good ship connections to the west. Viking Line and Tallink Silja have daily morning and evening departures from Turku and Stockholm. The ships stop by Åland on the way and stay only for a little more than an hour at the harbours where they turn.
Turku is located between land and sea, on the coast of the Baltic Sea, so its nature is diverse and beautiful. Turku has many different kinds of nature trails and conservation areas, and the presence of the Archipelago Sea brings thousands of small islands and islets – the life at sea – close.
However, the beauty of the nature should not be taken for granted. In order to preserve the diversity of nature also for the following generations, we all should mend our ways.
The many problems of the Baltic Sea, worst of all the eutrophication, impact the habitat types of marine environments. Habitat types are areas of land or water with certain environmental conditions and plant and animal species. Their well-being is the prerequisite for using the sea for recreation and economic purposes.
Half of the underwater habitat types of the Baltic Sea are either endangered or extremely endangered. The most endangered habitat types are close to us in the Archipelago Sea and the Gulf of Finland where the human impact on the marine habitats is the greatest.
The monitoring of air quality in Turku city area is organised in co-operation with the neighbouring cities and the industrial and power production plants. The Environmental Protection Office of Turku is responsible for the carrying out of the monitoring. The measuring network consists of eight fixed and one mobile measuring points.
Parking halls are not owned by the city so each parking hall has its own pricing. Listed below are some of the largest parking halls in Turku. Clicking the name of the hall will take you to its home page, and clicking the address will show you the location on the guide map.

The prerequisites for building are created with city plans and their changes. The area covered by a city plan may comprise a whole residential area, for example, or just one site. The City Council sets objectives for planning in the housing and land use programme and in the master plan. The planning unit of Urban Planning prepares the plans based on these objectives.
The city plan (local detailed plan) dictates the following, among other things:
The tramway is a comprehensive urban development project that will determine the development of Turku and the urban region for decades to come. The tramway brings predictability and strengthens confidence in the long-term development of the Turku region.
The Turku tramway is connected to important strategic goals and projects for the city, such as the Turku Science Park, the Development of the City Center, Maritime, and the Turku One Hour Train. It realizes the city's climate goals by changing the distribution of modes of transportation and compacting the urban structure.
The City of Turku acquires land for future land use and city planning mainly by means of voluntary purchases. The land acquisition of the City of Turku is guided by the local master plan and the objectives set for land use.
Land acquisition can also be conducted with special procedures, which are:
Compulsory purchase procedure
Compulsory purchase is used if land acquisition cannot be realized by other means for one reason or another. Compulsory purchase may be used in the following situations, for example:
Planning regulates the use and building of areas. Plans guide, for example, the placing of dwellings, jobs and parks, as well as traffic in the city. There are three different levels of planning: the regional plan, master plan and city plan (local detailed plan). The more general plan serves as the model when preparing the more detailed plans.
Planning is regulated by national objectives set for land use and approved by the Government, as well as the Land Use and Building Act and Land Use and Building Decree.
