Season 2025–2026 seasonal work voucher

Terms for the seasonal work voucher
Carefully read the terms for the seasonal work voucher
- The City of Turku grants seasonal work vouchers to young people aged 15–20 whose official municipality of residence is Turku.
- A seasonal work voucher may also be granted to a young person who turns 15 or 21 during the employment period.
- A seasonal work voucher may also be granted to a young person from Turku who is in substitute care outside Turku, or to a young person from another municipality who is in substitute care in Turku.
- A seasonal work voucher may also be granted to a Ukrainian young person or a young person seeking asylum.
- The value of the seasonal work voucher is EUR 350, and it can be granted only once per season. The voucher cannot be divided between several workplaces.
- The young person may use the seasonal work voucher for work carried out between 1 September 2025 and 30 April 2026. The work must include at least 60 hours. The employer must comply with the restrictions on working hours for young workers.
- The seasonal work voucher is granted for a pre-agreed workplace.
- Apply for the voucher using the preliminary information form together with the employer. The application period is open until 31 March 2026. A link to the form can be found at the end of this page.
- Tip! The employer may complete the preliminary information form after receiving the employee’s details, or the young person may first complete their own details and then send the form link to the employer, who will complete the rest of the form. Young person: Fill in your own details on page 2 of the preliminary information form. Then select “save and continue later” at the bottom of the page. After this, you can send the displayed link to the employer.
- The employer must be a company, association, organisation, parish, or foundation. The voucher cannot be used for employment with the City of Turku or any other city organisation, the state, or for employment by a private individual. The employer must have a Business ID. The workplace does not have to be located in Turku.
- The employer must primarily pay wages in accordance with the collective agreement applicable to the employment relationship. The wage must be at least 450 euros for 60 working hours. If the number of working hours exceeds 60, the wage must also exceed 450 euros. In addition, the employer must pay the statutory employer’s social security contributions. Statutory deductions may also be made from the employee’s wages, which are paid by the employee.
- A maximum of five seasonal work vouchers may be granted to one employer.
- If the planned employment relationship does not take place, this must be reported without delay by email to kausityoseteli@turku.fi.
- After the employment relationship has ended, the employer applies for compensation for the seasonal work voucher in the electronic Service Voucher and Purchased Services System (PSOP). A link to the service can be found at the end of this page. Compensation must be applied for no later than 30 June 2026.
- Compensation for the seasonal work voucher will be paid only if all conditions for granting the support are met. Missing, incomplete, unclear, or contradictory documentation will delay or may prevent payment of the voucher.
