Parking electric scooters
Park the scooter you used primarily in the designated parking spaces. Parking spaces include painted parking areas and fixed electric scooter racks.
If the parking space is not marked separately, park your scooter in a way that is considerate to other people. Do not park your scooter in the middle of the streets or roads.
There are also prohibited areas in Turku where you cannot park scooters at all.

With the introduction of the license model, the parking locations and areas will be specified more precisely from the beginning of 2026.
Restrictions on electric scooters
The changes to the road traffic legislation came into effect on June 17, 2025, and they limit the minimum age of electric vehicle users to 15 years and the blood alcohol level to 0,5 per mille (‰). The changes apply to both private and public electric vehicles. The police are responsible for the enforcement of the limitations.
The usage of a helmet is highly recommended.
In Turku, the general speed limit for electric scooters is 20 km/h.
Furthermore, the speed limit during the nights between Fri–Sat and Sat–Sun at 22–05 is 15 km/h.
With the introduction of the license model, the parking locations and areas will be specified more precisely from the beginning of 2026.
As of January 1, 2026, there is a driving prohibition during weekend nights (Fri–Sat and Sat–Sun) at 00–05. The driving prohibition is also in place during at least the following holidays: Walpurgis Night (April 30), May Day (May 1), Midsummer’s Eve, Midsummer’s Day, and New Year’s Eve.
As of 2026, the highest speed allowed during weekend nights (Fri–Sat and Sat–Sun) at 22–00 is 15 km/h. During weekday nights at 00–05, the highest speed allowed is 15 km/h.
In Turku, there are separate areas with different speed limits, where the highest speed can vary, depending on the area. In these areas, the highest speed limit is 10 km/h or 15 km/h.
In Turku, there are also areas with complete driving prohibitions, which are updated on the service map. During events, further limitations may be imposed.

Micromobility license for companies
Do you operate in the Turku region? Are you renting electric scooters in Turku?
Changes in the traffic service legislation, which came into effect on August 1, 2025, require that the municipality issues micromobility licenses to all operators of micromobility. The City of Turku starts the enforcement of the micromobility license as of January 1, 2026.
Download and fill in the micromobility license form and send it to the address kaupunkiliikkuminen@turku.fi.
The conditions of the micromobility license come into effect on January 1, 2026.
Our goal is that the new form of transportation should be functional and safe, and that the mobility format should be naturally integrate as part of the other forms of transportation.
