Applying for a special grant
Who can apply?
Associations, organisations and youth groups are eligible to apply for the special targeted grant. Groups applying for grants can also operate under adult organisations.
We award grants to support one-off events and activities for young people. We grant a maximum of EUR 1,000 per application.
When should we apply for the special grant?
You can apply for the special targeted grant all year round.
What can the special grant be used for?
You can apply for a targeted special grant for one-off events and activities designed for people under the age of 29. In particular, we support new and experimental activities that address the challenges faced by youth activities.
Associations can apply for the special grant for activities not included in their action plans. We award operating grants to support activities that align with the action plans of youth organisations: Operating grant for youth organisations.
Grants awarded by the City of Turku may not exceed 80% of the organisation’s or activity group’s total expenses.
We do not award grants for the following purposes:
- youth activities that are organised by a community with taxing rights
- youth activities other than those taking place in the Turku region
- youth activities organised by a school, educational institution or other institution
- youth groups whose activities can be considered organised by the municipality
- the construction and renovation of facilities, or the acquisition of real estate, shares or machinery and equipment that have a service life of over three years
- activities that are disrespectful or contrary to best practices
- business activities or private individuals
- applicants who receive other funding from the City of Turku for the same purpose.
How are the recipients of special grants selected?
The Director of Youth Services makes the decisions on the grant recipients. The Director of Youth Services makes the grant decisions about a month after receiving the application. The processing of applications may take longer during holiday periods (July and December).
The grants support activities that promote inclusion and equality, support the development of everyday life and develop youth work.
The activities to be supported must be youth-oriented, substance-free, in line with the city's policies and take into account one or more of the priorities of youth work.
The priorities of youth work grants are:
- Promoting well-being and equality and reducing inequality Inclusion and active citizenship of children and young people
- Understanding digitalization as part of young people's lives
- Developing literacy and linguistic skills
- Open-minded internationalism and supporting integration
- Supporting children's and young people's hobbies and leisure activities
We also take into account the purpose, scope and quality of the activity and other funding opportunities.

1Fill in the application form online
Fill in the electronic application form: Grant application service (in Finnish or Swedish)
We recommend using the Mozilla or Chrome browser. You must identify yourself in the system using online banking codes, a mobile certificate or a certificate card.
On the application form, select the following options in the section Questions to clarify the funding type:
- Haen: Avustusta
- Haen avustusta: Kertaluonteiseen projektiin/tapahtumaan/kustannukseen
- Liittyykö haettava avustus: Nuorisotoimintaan
Select the Special targeted grant from the Cultural and Youth Committee as the grant you wish to apply for, and then proceed to the form. If you are applying as an association or organisation, please attach the approved action plan to your application.

For recipients of special grants
Payment of the special grant
We pay the grant retrospectively, based on the actual costs incurred. The grant recipient must submit receipts for actual expenses to the City of Turku.
Using and reporting on the special grant
Submit a free-form report on the use of the grant during the calendar year in which the grant was awarded. Add the report as an attachment to the grant application in the Grant application service.
The report must indicate:
- Name and contact details of the beneficiary
- Name and date of the event/activity
- Brief description of the activities
- Use of the grant (attach copies of receipts)
