The building code is a set of regulations governing construction, as mandated by construction-related legislation (Rakentamislaki). It includes necessary provisions tailored to local conditions.

The provisions in the building code do not apply if otherwise specified in the legally binding city plan, local detailed plan or the National building code of Finland (Suomen rakentamismääräyskokoelma).

The City Council approves the building code. When processing permit applications, Building Control applies the building code in effect at the time of application submission. This guides the processing of permits until a decision is made.
