How to submit a bid to the City of Turku

1Leave a bid
- Read the call for tenders and its attachments carefully. Answer all the points and questions asked and attach the required attachments.
- If we ask you to use a template, please fill in the necessary information. Do not attach additional attachments to the tender.
- We offer the opportunity to ask questions during the tender period. We will answer your questions on the portal tarjouspalvelu.fi by the deadline. We will not respond to enquiries made by telephone or e-mail.
- We may amend the invitation to tender during the tender procedure. If we decide to make corrections, the bids submitted to the system must be resubmitted.
- If you find that your financial or other requirements are not met, you should explore the possibility of bidding as a consortium. If you are subcontracting, please indicate this when submitting your bid.
- Submit your bid early. You can edit your bid until the deadline given on the bidding.com portal. We will not be able to open or view incoming bids before the deadline.

2The City of Turku compares the tenders and makes the final procurement decision
- We will check and compare the bids after the deadline. You can receive a request for clarification by email if we need more information about your offer. Please reply to the request for clarification as soon as possible.
- Once we have carried out the necessary checks and comparisons, we will draw up the winning bid. The decision will be taken by a competent authority. The decision may sometimes be delayed, for example, because of the timetable of meetings of the Committees. Once the decision has been taken, we send it and the instructions for appeal to all the tenderers concerned at the same time.
- After the decision has been distributed, we ask the selected tenderers for criminal records, if necessary. For instructions on how to submit criminal records, please see More information on procurement at the bottom of the page.

3Sign the procurement contract
- Once the decision has become final and we have checked any criminal records, we will send the contract for signature.
- We may ask the tenderer for information and clarification on suitability requirements at any stage of the procurement. We encourage you to subscribe to our electronic verification service, which facilitates the submission of statements under the Public Contractors' Liability Act (1233/2006 Finlex).
- Contracts are usually signed electronically. You can download the contract documents yourself at the signature stage.

The procurement strategy supports Turku's objectives
The procurement strategy promotes Turku's urban strategy and the implementation of related programmes and projects. We drew on Finland's first public procurement strategy and Finland's roadmap for a circular economy. The national procurement strategy has been developed with the participation of public procurement experts and bidders' representatives, such as the Association of Finnish Entrepreneurs. The Procurement Strategy does not take a position on policies related to the production methods of services.
Responsible procurement as a focus
Our strategy focuses on responsible procurement and its economic, social and environmental impacts. Our activities are guided by eight main themes, including strategic knowledge management, procurement effectiveness and healthy competition. For each theme, we have set targets, measures and indicators.

Before signing the contract, we will ask the tenderer to provide the necessary certificates and explanations to enable us to determine whether the tenderer is subject to the exclusion criterion under Section 80 of the Public Procurement Act.
We need the following extracts less than 12 months old:
1) the tenderer's (so-called joint criminal record) and
2) the members and deputy members of the tenderer's administrative, management and supervisory bodies and persons exercising representative, decision-making and supervisory powers. Criminal records must be provided for the above-mentioned persons who appear in the commercial register. In addition to the provider itself, these include, inter alia, the chief executive or managing director of a limited company; the vice-president of a limited company; the chairman of the board of directors of a company; the signatories to the board of directors of a company; the authorised signatories of a company; the chairman of an association; a sole trader; the members of a general partnership and the general partner of a limited partnership.

How does employment through procurement work?
The employment condition means that the company participating in the tender commits to employing job seekers who face challenges in entering the labour market. In this way, the company and the municipality are jointly implementing social responsibility and promoting well-being.
The employment clause can be used on a case-by-case basis for contracts worth more than 200.000€ and with a contract duration of at least two years.
How can an employment clause be fulfilled?
The employment condition can be fulfilled by employing one of the following categories of jobseekers:
- Unemployed for at least 12 months
- Under 30 years old with little or no work experience or vocational education
- Immigrants
- Partially able-bodied workers
The employer can fulfil the employment condition by offering an employment contract or an apprenticeship. You can ask for more information or help in finding suitable employees by emailing tyollistamisehto@turku.fi.
The employment condition has been used in the procurement of services, goods and expertise by the City of Turku. The city has used different models, such as predefined, tiered and value-based employment conditionality. In some procurements, the employment condition has also been one of the quality scoring criteria.
