Service Division of Business and Economic Development
The Service Division is tasked with promoting the city’s growth and development, advancing and leading the Turku’s climate, environment, and energy politics, and strengthening the city as a resource-wise growing city with strong competitiveness and an attractive environment for new companies, residents, new experts, and tourists.
The Service Division is responsible for organising public services within employment services and for arranging services that promote integration.
The Business and Economic Development Service Division is managed by Director of Business and Economic Development Vesa Palander.
Service Areas of Business and Economic Development

- leads the content of the city group’s business and tourist services, and the city’s services for large-scale events.

Service Division of Urban Environment
The service division of Urban Environment is responsible for creating conditions for attractive urban growth, development of urban environment, structural functionality, and comfort. It also controls urban development, mobility and accessibility planning in transportation, and housing policy.
The service division also manages environmental protection, public services related to environment, construction, and regional waste management, as well as the regional public transport service Föli, and geographic information.
The operations of the Urban Environment service division are managed by the Urban Environment Committee, the Building and Permit Committee, the Southwest Finland Waste Management Committee, and the Turku Region Public Transport Committee.
The organisation of the Urban Environment service division consists of strategic streering and four service areas.

Strategic steering
Strategic steering is in charge of directing urban development, accessibility planning in transportation, and housing policy. The areas of responsibility for strategic steering are

Service Areas of Urban Environment
The service area of Urban Planning and Land Property is responsible for the city's land use and transport planning, city planning, plot production, and land management.
The service area is managed by Suvi Panschin.
The service area of Permits and Monitoring is responsible for official duties in building and parking control, and the preparation of official duties in environmental protection and nature conservation, environmental health, and regional waste management. It also monitors water services. The service area provides guidance, counselling, monitoring, and professional services related to its functions.
The service area is managed by Supervision Director Leena Salmelainen.
The service area of Regional Public Transport produces public transport services in the municipalities of Föli in the Turku City region, and produces and develops other mobility services in Turku and the city region.
The service area is managed by Director of Public Transport Jari Paasikivi.
The service area of Geographic Information and City Surveying is responsible for plot divisions, real estate formation and maintenance of the land register, production and maintenance of geographic information data, geographic information systems, as well as the sector's customer service.
The service area is managed by City Geodesist Laura Suurjärvi.
Service Division of Urban Construction and Facilities
The service division of Urban Construction and Facilities is responsible for the project planning and implementation of the City of Turku's infrastructure and facilities, as well as for a high-quality urban environment, environmental maintenance, and the implementation of healthy facilities.
In addition, the service division is responsible for the development and maintenance of facilities that are administered by the city and for providing high-quality premises for the city's various organisations.
The activities of the Urban Construction and Facilities service division are directed by the City Board and the City Board's Construction and Facilities Section.
The service division is managed by Director of Urban Construction Services Kimmo Suonpää.

Infrastructure Services are responsible for the implementation planning, construction management, and maintenance of streets and other public areas.
The service area is managed by Director of Infrastructure Services.
Facility Services are responsible for the city's space management ja its development, facility management and site management, as well as the facility planning and construction of the city.
The service area is managed by Facility Services Director Leevi Luoto.
Service Division of Children and Young People's Services
The service division of Children and Young People's Services is responsible for oraganising and developing the City of Turku's early childhood education, basic education, morning and afternoon activities for basic education, general upper secondary education, vocational education, general adult education, Swedish language services, youth work, and shared services.
The operations of the service division are controlled by the Finnish-language Children and Young People's Services Committee and the Swedish-language Children and Young People's Services Committee.
The service division is managed by Director of Children and Young People's Services Anu Parantainen.
Service Areas of Children and Young People's Services
The service area of Early Childhood Education is responsible for Finnish early childhood education in accordance with the Act on Early Childhood Education and Care, and Finnish preschool education in accordance with the Basic Education Act. It is also responsible for early childhood education service coordination, acquired early childhood education services and preschool education, as well as morning and afternoon activities. In addition, the service area is responsible for the tasks assigned to the municipality under the Child Home Care and Private Day Care Allowance Act.

The service area of Basic Education is responsible for Finnish-language education in accordance with the Basic Education Act.
The service area is managed by Director of Basic Education Timo Jalonen.
The service area of General Upper Secondary Education and General Adult Education is responsible for Finnish-language education in accordance with the Act on General Upper Secondary Education, and for Finnish-language education in accordance with the legislation on liberal adult education.
The service area is managed by Service Area Director Jussi Paavola.
The service area of Vocational Education is responsible for vocational education in cooperation with the Swedish-language service area.
The service area is managed by Service Area Director Hannu Immonen.
The service area of Youth Work is responsible for creating the conditions for youth work and activities.
The service area is managed by Director of Youth Services Annina Lehtiö-Vainio.
Swedish Language Services are responsible for the operations of the above units in the Swedish language, with the exception of early childhood education service coordination, morning and afternoon activities in accordance with the Basic Education Act, and the tasks assigned to the municipality under the Child Home Care and Private Day Care Allowance Act.

Shared Services are responsible for administration, development, and pedagogical support within the scope of the service package.
Service Division of Culture
The service division of Culture is responsible for developing and organising cultural, museum, library, and orchestra services, as well as for cooperation with independent arts communities. The service division promotes and supports cultural activities in Turku.
The operations of the Culture service division are controlled by the Cultural Committee.
The service division is managed by Cultural Director Anu Laitila.
Service Areas of Culture
Library Services are responsible for providing information and cultural content, and related search tools and guidance services. Library Services maintain libraries and create conditions for residents to produce their own information and culture, and to engage civically. Library Services manage the shared service system of the Vaski libraries and carries out regional development of public libraries in the area designated by the Ministry of Education and Culture.

The service area of Cultural Promotion is responsible for complying with the obligations of the law on municipal cultural activities, especially
- equal access to arts
- the conditions for professional artistic work
- activities in arts and culture
- goal-oriented arts and cultural education
The service area also covers Children's Culture Centre Färi and supports the conditions of basic arts education.
The service area is managed by Head of Cultural Promotion Lotta Mujo.
The Turku Philharmonic Orchestra is responsible for fostering and promoting musical culture and organising public concerts.
The service area is managed by Chief Executive Nikke Isomöttönen.
Turku City Museum is responsible for collecting, preserving, distributing, and researching cultural and natural heritage and information. The service area operates as the regional museum responsible of Southwest Finland in the area designated by the Ministry of Education and Culture for the promotion of museum operations and cultural environment. It cherishes, records, preserves, and promotes the cultural heritage of the Southwest Finland region.
The service area is managed by Museum Director Ville-Matti Rautjoki.
WAM Turku City Art Museum is responsible for collecting, preserving, distributing, and researching information related to visual arts and art heritage. The service area operates as the regional museum responsible of Southwest Finland in the area designated by the Ministry of Education and Culture. It cherishes, records, preserves, and promotes the art and artistic heritage of the Southwest Finland region and promotes the region's visual art activities.
The service area is managed by Museum Director Satu Pajarre.
Service Division of Sports
The service division of Sports creates conditions for residents to engage in physical activity by developing local and regional cooperation and health-promoting physical activity, supporting civic participation, providing sports facilities, and organising physical activities that take special groups into account.
The operations of the division are controlled by the Sports Committee.
The service division is managed by Director of Sports Services Markus Kalmari.
