Applying for project funding
Who can apply?
You can apply for project funding if your group has at least three young members aged 13 to 19 who either live or study in Turku.
Your group needs to have an adult in charge. If no one in your group is over 18, you can ask, for example, a guardian, teacher, youth facility instructor or school instructor to serve as the responsible person.
The person in charge fills in the project funding application form and is responsible for the project’s spending and reporting together with the rest of the group.
You can receive a maximum of EUR 2,000 for one project. Every year, we grant a total of EUR 10,000 for all projects combined.
When to apply for project funding?
You can apply for project funding annually, at the beginning of the year. The next application period is January-February 2026.
How are the project funding recipients selected?
Applications are processed by the Chairpersons of the Youth Council when the application period has ended. We will invite your group to present your ideas at the Youth Council meeting in March. During the meeting, the Youth Council decides on the allocation of project funding.
What can project funding be used for?
Your group can apply for funding for projects that you have envisioned and are ready to implement, aiming to involve as many young people as possible. This may include organising an event, a theme day, or an excursion. If you scroll to the bottom of the page, you will see examples of projects that received funding in the previous year.
You must use the project funding for the purpose it was originally applied for. The activities must be substance-free.
We do not grant project funding for:
- buying machinery, equipment or furniture
- salaries; however, payments can be made to external service providers (such as a performer’s or lecturer’s fee)
- activities aimed at producing financial gains
- fundraising
- renting a band room or other recreational space
- standard operations of the applicant’s affiliated organisation
- retroactively for already established activities

2Fill in the application form online
Fill in the electronic application form: Grant application service (in Finnish).
We recommend using the Mozilla or Chrome browser. The form requires identification.
Select the following on the form:
- Working group/action group as the applicant’s type of activity
- Young people as the target group
- Funding for an individual project/event/cost
- Funding is related to youth activities
- The project involves voluntary activities for young people
- Majority of the working group/action group members are aged 13 to 19
- Working group/action group as the applicant’s type of activity

Invoicing for project funding
You can pay for the services or supplies required to execute your project in two ways: by using the order form or through invoicing. You can find the instructions below.
Using an order form
- Please request an order form from your city contact person.
- The invoice for the acquisition will be forwarded straight to Turku’s Youth Services.
Invoicing
- First pay for your purchases yourself, and then apply for a refund by submitting your receipts through the Grant application service.
- Please attach the receipts to your application no later than 15 December.
Using and reporting on project funding
Implement the project during the application year. Make sure that you have enough time to handle the reporting and invoicing for the project within the same year.
Once the project has been implemented, fill out the project reporting form (in Finnish). Attach it to the application in the Grant application service.
Previously awarded funding
In 2025, we awarded grants to six projects. There were 20 applicants in total, 15 of whom presented their ideas to the Youth Council.
