How to take initiative to draft or amend a plan

1Consult the person responsible for planning in the area
First, contact the person responsible for planning in the area. Discuss the reasons behind the change you want and the possibility of implementing it.

2Consult Plot Services
If you are a land tenant of the City of Turku, contact Plot Services regarding your proposed change (In Finnish).
In connection with a detailed plan, a plot division can also be carried out (in Finnish).

3Submit an initiative to draft or amend a plan
Submit an initiative to draft or amend a detailed plan using a form prepared for the purpose. You can find the form at the end of this page. Fill in the form and send it, along with its attachments, to the Urban Planning department. You can find the address at the end of the application form.

4The city conducts a preliminary investigation
When the City of Turku receives your initiative, the planning authorities will conduct a preliminary investigation of it. The city uses this to assess whether it is appropriate to begin work on the plan. The preliminary investigation typically takes a couple of months.

5The plan is approved for the planning programme, or the initiative is rejected
Once the preliminary investigation is complete, the city will let you know if it starts planning based on the initiative.
If Turku starts its planning procedures, the city will charge the applicant for the costs of preparing a detailed plan, issuing announcements, and the expenses related to the plot division under the plan. The city plans the schedule and develops the detailed plans itself. Prepare for the planning process to take several years.
Note! If the value of your land increases significantly with the new plan, the city will conclude a land use agreement with you. It establishes an agreement regarding the private landowner’s contribution to the costs of the plan.
