The City of Turku’s AI Register contains information about the use cases in which we use AI. The register shows which AI systems we use, what they are used for and how their use is monitored. For each system, we explain what it does, whether it affects you as a resident, and who is responsible for it. The register is updated regularly.

Our Principles for the Responsible Use of AI
Our work is guided by the following principles. We review and update these principles regularly as technology and legislation evolve.
We take a human-centred approach
The City of Turku uses AI responsibly to improve services for residents and support the work of our staff. AI is a tool, not an end in itself, and people always remain ultimately responsible for decisions.
We are transparent
We clearly communicate where AI is used in our services and maintain a public AI register.
We act fairly
Before deployment, we ensure that AI does not treat different population groups unequally.
We prioritise safety and security
We use only assessed and approved solutions whose operation is continuously monitored.
We protect privacy
We minimise the processing of personal data and comply with data protection legislation in all uses of AI.
We ensure accountability and oversight
A responsible owner is appointed for every AI solution and is accountable for its governance and appropriate use. Processes that utilise AI are always subject to human oversight.
We ensure explainability
If AI is used in matters concerning residents, we can, when necessary, explain how the system has operated.
We use AI responsibly and with careful consideration
We use AI only when it provides clear benefits for services or operations. Unnecessary use of AI places additional demands on the environment, which is why we always assess whether AI is the right solution for each specific need.
What do we not use AI for?
The City of Turku does not make automated or autonomous administrative decisions, or other decisions affecting individuals, without human involvement and responsibility. AI may be used as a tool to support employees, but people always make the final decisions. The City uses AI only for purposes that have been assessed and approved in advance, and we evaluate the intended use and risks of every AI solution before deployment. This ensures that AI is always used in the best interests of residents.
