The application period for operational grants for the year 2026 is from October 1 to October 31, 2025. The exception to this is the operational grants for sports, which have an application period from September 18 to October 31, 2025.
Grants are applied for using an electronic form. The application period ends on October 31 at 4:00 PM.
We provide operational grants for organizing cultural, sports, organizational, and youth activities. Additionally, we grant funds for sports practice facilities and training, various purposes outside the action plan, and one-time purposes.

General Grant Information
A general grant information session for associations and communities was held on September 18, 2025. The general grant information session covers all grant-related matters and provides an overview of grants for each theme (culture, sports, organizations and associations, youth).
Subtitles in Swedish and English will also be added to the recording.
Thematic Information Sessions
In addition to the general information session, we will also organize separate remote information sessions focusing more specifically on each theme via Microsoft Teams. There is no need to register in advance for the information sessions. The information sessions will be held in Finnish. Apply for a grant electronically: Grant application service (in Finnish or Swedish)
We recommend using Mozilla Firefox, Safari or Google Chrome to access the grant application system. First, answer all the common questions on the basis of which the application is differentiated into more detailed questions.
Once you have submitted your application, you will no longer be able to edit it. You can follow the stages of processing the application on the Omat lomakkeet (My forms) tab.
The grants are mainly intended for registered associations, clubs, foundations and working groups. Some grants are also awarded to private individuals. Each form of grant has its own set of criteria on the basis of which we allocate grants.
No. The city assists each project, activity or event with only one grant.
After submitting the application, you can no longer supplement or edit the application, but you can add missing attachments. Submit the grant application in the grant system during the application period or, alternatively, in paper form to the city registry. We do not process applications received after the application period.
For the most part, we make decisions on grants once or twice a year after the end of the application period. We will pay the grants to the account number provided by the applicant.
We can pay the grants when the grant decisions are legally valid and the applicant has submitted all the requested attachments and information for payment. The delivery time of the appendices varies between different forms of grant.
- Make sure the business ID has been entered in the correct format (Business ID: 0000000-0).
- Check the application period for the grant. Different grants have different application periods.
- If you are applying for a grant from the City Board, select “Other” as the grant operation sector.

The City of Turku grant system uses strong identification. Identification is carried out using the Suomi.fi Web Service. Logging in to the system is easy – you can use your personal online banking codes, for example.
Individuals, working groups, road municipalities, and other similar operators without a business ID use Suomi.fi personal identification as private customers when applying for grants. The party you are applying the grant for is selected in the system after identification. In other words, the applicant can decide whether to act on behalf of themselves, an organisation or another person.
If the association has a registered signatory who has the right to represent the association alone, they can submit applications on behalf of the association without a separate authorisation. Other persons must be granted mandates to act on behalf of the organisation in connection with grant applications in the Suomi.fi service.
Please note that an organisation cannot apply for grants if it does not have a registered or authorised signatory representing itself.
Mandates granted in the Suomi.fi service are always for a fixed period of time, and the maximum length is 25 years. A mandate granted earlier may also be invalidated before the expiry of the validity period. In the future, electronic mandates can be utilised in an increasing number of services as Suomi.fi e-Authorizations are introduced more extensively.
An electronic power of attorney is created in the service, and the mandates are stored in a secure national authorisation register. It is not possible to create so-called open power of attorneys in the Suomi.fi service. The Suomi.fi Web Service and mandates are maintained by the Digital and Population Data Services Agency.
Creating an electronic mandate:
- Log in to the Suomi.fi Web Service using online banking codes, a mobile certificate or a certificate card at www.suomi.fi
- Go to ‘e-Authorizations’ and select ‘Acting on behalf of an organisation’ from the top menu.
- Select ‘Grant authorisation”
- Enter the first name, last name and personal identity code of the person to whom you want to grant the mandate.
- Select the validity period of the mandate.
- Select submitting a grant application as the content of the mandate.
- Confirm the mandate.
Remember to ensure that your association has a registered signatory well before submitting the grant application:
- Check whether the current signatories representing the association alone have been updated in the Finnish Patent and Registration Office’s register of associations. If necessary, submit a notification of change.
- If necessary, apply for a mandate for the association’s grant coordinators to use the Suomi.fi e-Authorizations service related to grants.
- If the organisation’s mode of operation is other than an association, check the status and submit change notifications in the YTJ service.
- If the organisation does not have a rule-based representative with the right to sign alone in the register, it must apply for one using the mandate service provided by officials
