Plots are currently available in Haarla, Jäkärlä, Paattinen, Toijainen, Vaala, and Yli-Maaria. The list of plots will be updated on 2 May 2025, at which time sites in Vaarinkuja 7 and Vaarinkuja 9 will be added to the list.
How to apply for a single-family house plot in the rolling application procedure
You can apply for single-family house plots in the rolling application procedure at any time of the year. We add to the list of plots that are available in the rolling application process on the first business day of the month if there are plots from the previous month that have not been assigned or if their contracts have been cancelled.
- As a rule, the application period ends and a plot is removed from the list of available plots after the business day on which one or more applications have been submitted for the plot.
- For some plots, the application period is 14 days, and the plot is not removed from the list until after the application period ends.
- If there are several applications for the same plot during the application period, the recipient of the plot will be drawn.
- A company can only be assigned a plot if no private individuals have applied for it.
- The sales price of plots is based on the pricing zones of single-family house plots, and the base rent is 4% of the sales price of the plot. For purchased plots, the asset transfer tax rate is 3% of the sale price.
- A rental agreement for the plot is made for a period of approx. 50 years. The rental price of the plot is bound to the cost-of-living index (1951:10=100), which we review annually.
- Please note that if you wish to buy a plot that has already been leased, the price of the plot must always be checked from the plot services.

In the city centre area and the areas of Raunistula, Pohjola, Itäharju, Kupittaa, Vasaramäki, Kurjenmäki, Mäntymäki, Vähäheikkilä and Korppoolaismäki, the cost of the plot is 94 €/m².
In Hirvensalo, Haarla, Papinsaari, Kaistarniemi, Kukola, Moikoinen, Iloinen, Oriniemi, Lauttaranta, Pikisaari, Uittamo, Katariina, Ilpoinen, Luolavuori, Peltola, Ispoinen, Puistomäki, Pihlajaniemi, Turku harbour, Iso-Heikkilä, Pitkämäki, Vätti, Kastu, Nummi and Kurala, the cost of the plot is 76 €/m².
In Pansio, Perno, Artukainen, Pahanniemi, Mälikkälä, Teräsrautela, Runosmäki, Kaerla, Kärsämäki, Oriketo, Räntämäki, Halinen, Kohmo, Pääskyvuori, Varissuo, Lauste, Vaala, Huhkola, Koivula and Harittu, the cost of the plot is 56 €/m².
In the areas of the airport, Urusvuori, Metsämäki, Saramäki, Moisio, Jäkärlä and Yli-Maaria, the cost of the plot is 32 €/m².
In Paattinen, the cost of a plot is 18 €/m².
- We will send you an extract from the minutes on the decision regarding the lease or sale of the plot. You will receive the city plan regulations together with the extract to support the preparation of a building plan.
- The assignment decision on the plot is valid for eight (8) months, during which time the lease agreement or deed of sale must be signed. Otherwise, the decision is considered to have expired. As a rule, we collect signatures for the leases by post.
- Contact the city’s plot services to sign the plot assignment agreement no later than two (2) weeks before the eight (8) month deadline specified in the decision.

- After the deed of sale or lease has been signed, you are obliged to apply for registration of title and the registration of leasehold within six (6) months of signing.

- If you have leased the plot, you must submit an acceptable security to the City of Turku within one (1) month of signing the lease agreement, in accordance with section 67 of the decision by the City Government’s Urban Development Section, dated 30 November 2020. We require a confirmed first priority mortgage as collateral.
- Apply for the mortgage electronically. The amount is stated in your lease agreement. We provide more detailed instructions for registering the title and applying for a mortgage in connection with the mailed rental agreements.
- A minimum of 60% of the maximum building volume allowed for in the city plan must be constructed on the plot within three years of the assignment agreement being signed.
How to apply for a plot
Apply for single-family house plots in the rolling application procedure through the electronic plot service. Submitting a plot application requires you to log in to the service and use strong identification.
You can select up to 20 plots in your application.

1Select your preferred plots from the list
- Add all your preferred plots to the cart.
- New plots are shown at the top of the list in the plot service.

2Submit the plot application
- Open the cart at the top of the page and apply.
- Submitting a plot application requires you to create a user ID for the service and use strong identification.

3Arrange the plots in order of preference
- If you have selected several plots for the application, arrange the plots in order of preference.
- The order applies if the same applicant could get more than one plot.

4Add all applicants to your application
- If you are applying for a plot together with one or more applicants, add all the applicants.

5Send the application
- Once you have filled in all the necessary information, submit your application.
- You will receive an email confirming that we have received your application.
- Use the link in the message to log in to the application service and monitor the status of your application.

6Assignment decision
- We will send you the preliminary information on the decision by email.
- The official decision is delivered by post.
Single-family house lots in application and tendering processes
The following single-family plots will be available for application in the Koskennurmi local detailed plan area in Northern Turku around autumn 2025. Once the municipal engineering plans for the area have been completed, competitive tendering for the construction of municipal infrastructure in the area will begin, after which the application period for the plots will be determined.
Application and assignment policy for single-family plots
- The first assignment of single-family house plots takes place by leasing or selling either through open tendering or an application procedure.
- In the open tender procedure, we accept the base price, whereas in the application process, the price of the plots is based on the zone price. We decide which plots will be assigned through tendering and which through an application procedure.
- Only a private individual may rent a plot in open tendering and application procedures. Please note that a private individual may not rent a plot on behalf of a company.
- If, at the time of submitting the tender or application, you are in possession of a plot transferred by the City whose building obligation under the deed has not been fulfilled, we may make a conditional decision on the transfer of the plot on the basis of your tender or application. The condition for signing the deed based on this decision is that you fulfil the building obligation on a previously assigned plot. The deed must be signed within eight (8) months. It is not possible to extend the deadline.
- In the application procedure, state the plots you are applying for in your application. You can apply for several plots with the same application, but you can only be assigned one plot. If you have applied for several plots in the application, arrange the plots in order of preference. We only use the order if the same applicant would be assigned more than one plot.
- If more than one application is submitted for a plot in the application procedure, the recipient of the plot will be drawn.
- In the application process, we primarily assign plots to private individuals. If there are no applications from private individuals or if all private individuals who have applied for a plot are assigned another plot in the application procedure, it is possible to sell the plot to a company. If several companies have applied for the plot, we make the decision by a draw between the companies.
- We reserve the right to reject an offer or application for a plot for a justified reason. Outstanding debt to the City of Turku is considered a justified reason, among others.
- One party can submit only one application per plot.
- Applicants will be considered the same party when:
- they are spouses or living in marriage-like conditions;
- they are an organisation or foundation in which the applicant, applicant’s spouse or a person living in marriage-like conditions with the applicant has control or in which those persons alone or jointly hold at least 30% ownership or at least 30% votes granted by their community shares;
- they are an organisation or foundation in which the applicant, applicant’s spouse or a person living in marriage-like conditions with the applicant is the managing director, a member of the board of directors, or a member of the management board.
- A person or entity shall be deemed to have control, when it:
- has more than half of all the votes granted by all stock, member shares or community shares;
- has the right to appoint a majority of the members of another entity’s Board or a similar body, or to a body with such a right;
- All entities whose ownership or control lies with persons or entities in the manner above shall also be considered the same entity in regards to plot applications, regardless if the entity’s owner or the party with control does not seek a plot as a private individual to their own name.
- Similarly, all natural persons as well as entities whose ownership or control is, as defined above, with the same persons or entities already submitting an application for a plot on behalf of a company being formed, are considered to be the same party.
- After the first-time assignment rounds, plots will become available to be assigned immediately for whomever wishes to purchase them at the currently valid zone price set by the City, or to rent them at a base price that is determined as 4% of the property’s capital value.
- The application period for a plot ends and it is removed from the list of plots that can be assigned immediately after the business day on which one or more purchase or rental offer has been submitted for the plot.
- If more than one application is submitted for a plot that can be assigned immediately during the application period, the plot is primarily assigned by renting or selling it to private individuals. If several private individuals apply for the same plot, the recipient of the plot will be drawn.
- If there are no applications from private individuals, we may also assign the plot to a company. If several companies apply for the plot, we make the decision by a draw between the companies.
- Plots on the list of immediately available plots will not be assigned to any party that has already been given a plot by the city upon which the construction obligation under the deed has not been fulfilled. The same party is defined as in the section Same party in the application procedure above. However, for particular reasons, a plot may also be assigned to such an applicant on a case-by-case basis.
- If no applications are submitted for a plot in the application procedure or an application for a plot that is available to be assigned immediately is cancelled, the plot will be returned to the list on the first business day of the month following the assignment decision in the application procedure or the cancellation, and it will be available again according to regular terms. You can search for a plot on the list under the regular policies of application.
- If there are no offers on a plot in the open tender procedure during the tendering period, or if the applications for a plot in the application procedure have been cancelled, the plot will be re-listed. You can apply for a plot from the list of immediately available plots under the regular policies of application; the application period for the plot is 14 days.
- If offers on the plot have been made during the tendering process and the tender is either rejected or cancelled, the plot will be re-listed. We will assign the plot on a case-by-case basis either through an open tender procedure, an application procedure or through the list of rolling applications in accordance with the regular policies of application within the 14-day application period.
- If a plot has been assigned from the list of plots that can be assigned immediately and it is returned to the city after the deed or rental agreement has been signed, the plot will be returned to the list on the first weekday of the following month and subject to the regular policies of application. You can search for a plot on the list under the regular policies of application.
- If the plot has been assigned for the use of families with children in the application procedure or a previous assignment procedure and it is returned to the city after the deed or lease agreement has been signed, the plot is re-listed. You can apply for a plot from the list of immediately available plots under the regular policies of application; the application period for the plot is 14 days.
- If the plot has been assigned on the basis of a tender and is returned to the city after the deed of sale or lease has been signed, the plot will be re-listed. We will assign the plot on a case-by-case basis either through an open tender procedure, an application procedure or through the list of rolling applications in accordance with the regular policies of application within the 14-day application period.
- As a rule, we consider a plot to be unbuilt until the building control authority has carried out a final or partial inspection of the buildings on the plot on part of the construction obligation laid out in the deed.
- We do not generally accept transferring land purchased or leased from us to someone else if it is still unbuilt.
- In individual cases and for particular reasons presented by the lessee or buyer, we may approve the transfer of an unbuilt plot.
- The transfer of an unbuilt plot from a private individual or a company to another company may only be approved for significant reasons presented by the lessee.
