Mobile Resource Centre – Advisory Bus Stops
The Mobile Resource Centre ("Liikkuva resurssikeskus") is a travelling advisory bus. At its stops, you can receive information about services for older people or discuss any matters on your mind. Present at the stops are an NGO worker from Turun Lähimmäispalveluyhdistys and a service counsellor for older people from Varha.
Members of the Older People’s Council will be available at selected stops listed below:
- Tue 17 March, 10.00–11.30 – In front of Paattinen shopping centre
- Tue 17 March, 13.30–15.00 – In front of Runosmäki pharmacy (Piiparinpolku side)
- Tue 7 April, 9.30–11.00 – Uittamo K-Market
- Tue 7 April, 13.00–14.30 – Hirvensalo K-Supermarket
At the advisory bus, you can also book a private service guidance discussion, for example on matters related to coping at home. Information on local events and activities is also available. Duties of the Older People’s Council
The duties of the Older People’s Council are based on the Act on Supporting the Functional Capacity of the Older Population and on Social and Health Care Services for Older Persons.
How We Function
The Older People’s Councils operate under the local executive, and their members are elected among representatives of key pensioner organisations. The Councils assess the adequacy and quality of services for older people and have extensive impact in the municipality.
The municipality must ensure the operating conditions of the Older People’s Councils, such as the appointment of a secretary, the organisation of meeting facilities and the provision of a budget.
Communication and information are an integral part of the Older People’s Council’s activities. Only by active communication can the Council act effectively and achieve its objectives.
In accordance with the Local Government Act and the Act on Supporting the Functional Capacity of the Older Population and on Social and Health Services for Older Persons, the municipality must establish an Older People’s Council to ensure the opportunities of the older population to participate in and influence municipal decision-making. The Council must be given the opportunity to contribute to the planning, preparation and monitoring of municipal activities in matters that affect the wellbeing, health, living environment, inclusion, housing, mobility or ability to manage daily activities of the ageing population.
The Council consists of two elected members of the City Council, one of whom serves as Chair. The other 12 members represent pensioners’ and older people’s organisations.
Duties of the Older People’s Council
The scope of the Council’s work covers matters within the City’s competence.
The Older People’s Council shall:
- participate in the statutory plan on measures to support the wellbeing, health, functional capacity and independent living of the older population as part of the City’s Welfare Report and Welfare Plan
- monitor and contribute to the planning and preparation of the City’s various service entities in matters of relevance to older people
- submit initiatives and proposals and issue statements on matters concerning older residents
- maintain cooperation with pensioners’ and older people’s organisations and communicate on issues affecting older people
- cooperate with other participation and influence groups in Turku, third sector organisations, the City of Turku’s committees, and the wellbeing services county’s Older People’s Council
To support the work of the Older People’s Councils, Sitra has published a guide on how Older People’s Councils work for all current and future members or those willing to become members of the Older People’s Councils, municipal office holders and elected officials as well as pensioner organisations and their regional associations.
The guide provides recommendations and templates, such as how to prepare an action plan and an annual schedule, how to prepare a communication and information plan as well as meeting practices.
