Budget and financial plan
The City Council approves the budget for the upcoming year by the end of the current year. At the same time, the financial plan is approved for a planning period of at least three years. The budget year is the first year of the financial plan.
The budget and financial plan support the implementation of the City Strategy and the Mayor’s Programme. They approve the operational and financial objectives of the City of Turku and the Turku Group to ensure the necessary conditions for carrying out the city’s tasks.
The budget outlines the appropriations and revenue estimates needed for the city’s bodies to provide basic services to residents.
Interim reports
Interim reports are used to report on the progress of operations and finances to the City Council, City Board, Audit Committee and city residents.
Financial statements
The City of Turku prepares the financial statements for the completed financial year by the end of March. The financial statement shows the economic results of Turku’s operations during the financial year, and its financial position on the balance sheet date.
The City Council discusses and approves the financial statements in June. The financial statements include the balance sheet, income statement, financing calculations and related notes, as well as the budget realisation comparison, annual report and consolidated financial statements.

Other financial services
We support the City Group’s financial management and service organisation, and govern the city’s assets and liabilities. Our services include expertise in financial administration, payment transactions, financing and investments.
Turku has created and extensively applied a climate budget to support and monitor its climate and sustainability goals.
The climate budget is part of Turku’s budget.

The material includes information on the services, materials, supplies and goods purchased by the city, as well as procurements related to rents and other operating costs, excluding invoices paid to private individuals. Purchase invoices have been published since 2021, and new material is published annually.
