What does discretionary transport in early childhood education mean?
The City of Turku can in exceptional situations arrange for discretionary transport for children in early childhood education. This requires that the child, who is in need of discretionary transport, has a doctor’s or psychologist’s statement, and that the family cannot transport the child themselves.
Who is entitled to free discretionary transport?
Primarily, it is up to the guardians to transport the child to daycare themselves.
Only in exceptional situations is the City of Turku able to arrange for discretionary transport for children in early childhood education. This requires that the child, who is in need of discretionary transport, has a doctor’s or psychologist’s statement, and that the family cannot transport the child themselves.
The decision is made based on a justified doctor’s or psychologist’s statement. The statement should evaluate the child’s health and/or development as well as the need for discretionary transport. Furthermore, if the child, based on their health conditions, is in need of separate transport instead of joint transport, the statement needs to include a separate motivation for the need. The guardian is responsible for acquiring the statement.
The statement of a private doctor or psychologist is not accepted. Early Childhood Education Services does not arrange or pay for therapy transport of children in early childhood education.
Applying for Discretionary Transport for Early Childhood Education
Discretionary transport for early childhood care is applied for by filling in and sending the form Discretionary Transport for Early Childhood Education as a message through the Suomi.fi e-service or by mail (City of Turku, Children and Youth/School Transportation, PO Box 355, 20101 Turku).
Possible attachments, such as expert statements, are to be sent with the application.
The decision for discretionary transport for a child in early childhood education is made by the Special Services Manager.
