Welfare Plan
Turku’s welfare plan for 2026–2029 is the City’s statutory plan for promoting wellbeing, health and safety. The plan brings together the goals and priorities for the coming years: enabling a good everyday life, strengthening participation and community, and supporting a safe, smooth and predictable everyday life.
Welfare Report
Under the law, municipalities must monitor residents’ living conditions, wellbeing and health, as well as the factors affecting them, by area and population group. Municipalities must also report on residents’ wellbeing and health, the factors affecting them, and the measures taken. A welfare report and welfare plan covering these matters are prepared for the City Council once during each council term.
The City of Turku’s extensive welfare report 2021–2024 contains an overview of residents’ wellbeing and health, with particular focus on the changes that took place during the council term. It also includes a list of key measures taken to influence the situation and highlights challenges that will require determined work in the future.

The report contains up-to-date information on factors affecting the welfare of children and young people in Turku, such as health, education and living environment.
Equality and Non-discrimination Plan
The City’s equality and non-discrimination plan set out policies and measures to promote equality and non-discrimination among staff and in the City’s operations, as well as to promote accessibility. Functional equality covered decision-making and services. The plan was prepared together with the Equality and Non-Discrimination Committee, taking residents’ views into account.
Turku’s non-discrimination and equality plan was originally prepared for 2022–2023. The same documents guided the City’s work until the end of 2025. For this reason, a completely new plan was not drawn up for 2024–2025; instead, implementation in 2022–2023 was reported on, and based on this, follow-up measures for selected actions were approved for 2024–2025.
During the planning periods 2022–2023 and 2024–2025, city-level objectives for the non-discrimination and equality plan were defined, along with related development measures and responsible parties, from the perspectives of staff, accessibility, and operations, meaning service provision. In future, the operational objectives for promoting equality and non-discrimination will be planned and reported as part of the welfare plan, and staff-related objectives as part of the personnel programme.
Participation Model
Turku’s participation work promotes residents’ wellbeing and produces important information about their needs. The information collected from residents can be used to build a diverse understanding, covering different resident groups, of needs and expectations related to the city and its services. The participation model describes the opportunities for residents, organisations, businesses and other stakeholders to participate in and influence the City’s services and decision-making, and to work together to take impactful action and promote the common good.
Surveys Healthy Finland and MoniSuomi
THL’s Healthy Finland survey produces up-to-date information on the health, wellbeing and services of adults living in Finland, as well as changes in these. The MoniSuomi survey produces corresponding information on the wellbeing of the adult population born abroad. The data were collected in 2022–2024 using questionnaires and health examination measurements in mainland Finland and Åland.
The results can be examined by age, gender and educational group. Turku has participated in the surveys in such a way that data is also available by Turku’s major districts.
