On 2 October 2023, the Turku City Board decided on the transition to the implementation planning of the Port–Varissuo tramway.

The City Council decides in June 2026 at the latest, if a tramway is to be built in Turku or not. The Council’s decision materials consist of the tramway’s execution plan, a binding cost estimation, and broad impact assessments. The materials also include separate reports, including the update to the super bus report, which the City Board took a decision on on August 18, 2025.

The implementation planning and possible construction of the Turku tramway will be carried out by the Turku Tramway Alliance, which includes Turun Raitiotie Oy, the City of TurkuNRC Group Finland OyGRK Suomi OyRamboll Finland Oy and Sweco Finland Oy. Turun Raitiotie Oy is a company owned by the City of Turku, which is the principal contractor responsible for the implementation plan phase of the tramway.
