Discussion and moderation guidelines

We aim to maintain a constructive and respectful atmosphere on the City of Turku’s social media channels. We moderate discussions on our channels and may remove comments that contain any of the following:

  • Offensive or inappropriate language
  • Spreading of false information
  • Sharing personal data
  • Irrelevant advertising
  • Political advertising
  • Repeated off-topic comments
  • Spam

If inappropriate behavior from a user is repeated, we may issue a warning. If necessary, we may also block the user from participating.

Processing of personal data in social media

Social media users have accepted the terms of use of each service when they registered. Social media platforms process personal data of their users, such as usernames, comments and posts. The City of Turku complies with the EU General Data Protection Regulation (GDPR) and national data protection legislation when processing personal data. Personal data is processed only to the extent necessary for the performance of the City's tasks. The City of Turku's social media content is produced by designated employees. Third-party service providers, such as communications agencies, who process personal data on behalf of the City comply with the City's terms and conditions for data protection and confidentiality.

City employees must also observe a duty of loyalty and confidentiality on social media. There are separate guidelines for employees regarding the use of social media.

Social media channels are not the City's official channels of communication and are not subject to the requirements of the Administrative Code regarding response times or recording of messages. The City's official channels of contact include the City Registry, the electronic feedback service and e-mail.

The City of Turku does not combine personal data to target social media messages and does not track the activity of individual users. Tools provided by social media platforms, such as demographic and location data, are used to develop and target social media communications.
