Turku City Strategy: Turku in the 2030s

The City Strategy guides the City of Turku’s activities far into the future. The strategy is further clarified by the Mayor’s Programme drawn up for each council term, the annual action plans and service plans, as well as other guiding documents.

The City Strategy answers the following questions:

  • How will Turku look in the 2030s?
  • What are the key objectives the City sets for its operations?
  • What values do city personnel and elected officials promise to commit to in their activities?

Each year, we issue a strategic report that reviews the status of the 20 objectives set forth in the City Strategy, along with an expert analysis of the ongoing development. The report is supplemented by a detailed document on the indicators’ content.

Human Resource Strategy

The Human Resource Strategy clarifies the objectives and responsibilities of both the employer and employees. 

In line with the vision of the Human Resource Strategy, the City of Turku wants to be an attractive employer. We are realising this vision through three main priorities:

  1. Work increases well-being
  2. Competence and renewal
  3. Better management

Information Management Strategy

The City of Turku’s Information Management Strategy explains how IT Services adapt to changes within the city and at the national level, in areas such as the availability, quality and compatibility of information. 

Key aspects of the Information Management Strategy:

  1. Enabling knowledge management through strong data management 
  2. Building digital solutions that foster a unified customer experience 
  3. Boosting change agility by developing IT delivery capabilities 
  4. Supporting operational changes on shared digital platforms
