In 2020, the City of Turku was among a group of pioneering cities carrying out a Voluntary Local Review on sustainable development. The Voluntary Local Review (VLR) is an initiative launched by the City of New York to involve cities in the implementation of 17 UN Sustainable Development Goals.
Turku’s first VLR report focused on the implementation of the UN Sustainable Development Goals in the city and sought to create a clear picture of the contents of all the 17 SDGs of the 2030 Agenda and provide concrete examples of the city’s role and opportunities to promote the achievement of the goals.

Turku’s second report examines changes in the city’s sustainable development operating environment and creates steps to achieve the goals by 2025 and 2030. The second VLR report serves as the city’s 2030 Agenda roadmap. The roadmap provides information about which aspects the city will focus on and what timetable and measures will be used to achieve all the SDGs by 2030.The City’s 2030 Agenda roadmap shows future steps and guides us towards a sustainable future and milestones set for 2025.
Turku’s third Voluntary Local Review (VLR) was completed in spring 2025, continuing the city’s long-term commitment to advancing sustainable development. The report assesses progress in relation to the roadmaps published in 2020 and 2022, evaluates the impact of actions taken, and identifies key areas for further development on the path toward 2030. The 2025 VLR highlights a strong focus on holistic wellbeing, climate justice, and the integration of ecological sustainability into the city’s services and decision-making processes. It reinforces Turku’s role as an international forerunner in sustainable urban development and provides an up-to-date foundation for monitoring the achievement of the Sustainable Development Goals.
