A legally effective partial city plan, produced in partnership by Turku and Lieto, reviews land use on the eastern side of the Maaria Basin. The goal is to advance the urban developments of Jäkärlä and Ilmarinen and to allocate new housing areas in connection with them, while keeping the region between these urbanised spaces for recreational use. A plan for outdoor recreation routes is being prepared in connection with the partial city plan, which can be used to plan the development of recreational areas and the Maaria Basin in more detail.
Building ban and restriction on action in the area:
It has been considered necessary to impose a building ban pursuant to section 38 and a restriction on action pursuant to section 128 of the Land Use and Building Act on the area, as otherwise construction measures may take place in the area in a way that could significantly impede the implementation of planning or other arrangements for the use of the area. The building ban and the restriction on action were in force until 25 September 2021.

- The City Board approved the draft of the partial city plan on 1 February 2010 § 89. The plan was available from 15 February to 16 March 2010.
- The City Board approved the drafts of the partial city plan and plan for outdoor recreation routes on 3 April 2017 § 147 . The drafts were available from 2 May to 31 May 2017.

- The local executives approved the proposals for partial city plan and plan for outdoor recreation routes on 7 February 2022 (Turku § 60, Lieto § 43). The proposals were available from 28 February to 29 March 2022. At the same time, statements were requested.
- Responses were written to the complaints and statements received. The city plan and the outdoor recreational route plan were changed based on the feedback received.
- Due to the changes, the proposals were reintroduced into decision-making. The aim was to make them available again.
- The Lieto City Board approved the proposals and their display on 8 May 2023 § 148, but in Turku, the Urban Environment Committee returned the proposals for new preparation on 9.5.2023 § 169. According to the Urban Environment Committee, the proposal should better take into account the increase of plots for single-family houses following the Mayor’s Programme and examine the appropriateness of V and M area markings.
- Due to this, the proposal display will be postponed also in Lieto, and city planning will begin to examine the addition of complementary single-family house areas in the zone.
