The objective of the city plan is to strengthen Turku’s status, attractiveness and competitiveness. The city plan’s target year is 2029, when the city will be 800 years old. The city plan guides growth mainly towards the city centre, and along the main routes of public transport. Turku aims to have 220,000 residents and 115,000 jobs by 2029. The city plan is based on objectives that guide the planning, extensive accounts and versatile interaction. 

The city plan consists of eight maps and a plan description. Map 1 (Urban structure) contains the areas designated for land use, that is, markings that indicate the main purpose of the use of the areas, and strategic markings describing the main areas of development. Other maps specify different themes of land use related to housing, services and livelihoods, transport, water management, urban engineering, and the green and cultural environment.
