Turku collects the views of city residents to support its strategy work

Turku is reforming its strategy, which will guide the development and growth of the city in the coming years. The City of Turku asks the city residents for their views on the future guidelines. They are collected by means of a survey, which can be answered until 17 September.

The City Strategy outlines the city’s key objectives and the associated decisions for building the future and the city’s growth. Turku's population growth is expected to remain strong until 2045. The City Strategy helps navigating in the changing operating environment and ensures that the city’s growth remains under control.  

The current Turku City Strategy, extending to the 2030s, was drawn up in extensive cooperation between city residents, stakeholders and city employees. In the same spirit of cooperation, the new strategy is being prepared now that the new city council has started its four-year term. 

-    We want to build a city that is functioning and flourishing in all the city districts and at all stages of life. I hope that the residents of Turku will be active in responding to the survey, since Turku is being developed for them. It is important to hear the voice of as many Turku residents as possible, people of different ages, backgrounds and people living in different areas, emphasises the Mayor of Turku Piia Elo.

Turku is on its way to the 2040s  

The City Strategy draws up policies on what the city particularly wants to invest in. It serves as the basis for planning the city’s operations and the municipal economy, as well as outlines the objectives and principles to which the city personnel and elected officials are committed in their work. 

The City Strategy is used to create justified estimates of the current situation of the city and future changes in the operating environment. The impacts of the changes will be assessed in relation to the implementation of the municipality’s duties with a 10–15-year time horizon. 

-    A city without a strategy is like an orienteer without a map and compass. The resident survey is used to collect information and views from Turku residents on Turku’s strengths, differentiation factors and future direction. Our shared goal is a growing, vibrant and healthy Turku, says Timo Aro, Director of Strategy at the City of Turku.

The survey can be responded to both online and with paper forms, which are distributed in libraries and senior houses, for example. The survey is answered anonymously, and the responses will be processed confidentially.

Once the results have been completed, they will be published on the City of Turku website. The responses will be considered in the preparation of the new City Strategy, and they will also be compiled for the council to support its work. The updated City Strategy for 2025–2040 will be presented in the City Council by early 2026.
