Planning a new area or making changes to an existing city plan creates prerequisites for, for example:
- redevelopment
- changing the purpose of use of the area
- changing the permitted building volume
- building of parks and street areas

The prerequisites for building are created with city plans and their changes. The area covered by a city plan may comprise a whole residential area, for example, or just one site. The City Council sets objectives for planning in the housing and land use programme and in the master plan. The planning unit of Urban Planning prepares the plans based on these objectives.
The city plan (local detailed plan) dictates the following, among other things:
Planning regulates the use and building of areas. Plans guide, for example, the placing of dwellings, jobs and parks, as well as traffic in the city. There are three different levels of planning: the regional plan, master plan and city plan (local detailed plan). The more general plan serves as the model when preparing the more detailed plans.
Planning is regulated by national objectives set for land use and approved by the Government, as well as the Land Use and Building Act and Land Use and Building Decree.
