    Events

    Event application form

Events organised at sports facilities must be applied for using the event application form (in Finnish).

Matches and events organised at sports facilities

For most sports facilities, there is no separate application period for events. Event applications are processed on a rolling basis in the order they are received. However, the application must be submitted no later than two months before the event. The event booking will be confirmed to the customer by email.

The event form must be completed carefully, taking into account the time needed for setting up and dismantling the event. It is advisable to provide an alternative venue and time for the event, where possible. The application must also state the preferred event venue and the equipment needed. Please note that booking and transporting equipment is subject to a fee.

Kupittaa Sports Hall and Kupittaa Ball Game Hall are very busy and popular event venues. The application periods below apply to events held at these facilities. Applications received after the application period will be processed on a rolling basis in the order they are received.

    • Apply for events taking place between 1 March and 30 September by 30 September. Apply using the application form.
    • Apply for events taking place between 1 October and 28 February by 31 May. Apply using the application form.

Events taking place between March and September that have been applied for during the application period, by the end of September, will be processed and confirmed to the customer in October.

Events taking place between October and February that have been applied for during the application period, by the end of May, will be processed and confirmed to the customer in June.

Please note that Kupittaa halls receive a large number of event applications, especially for October–November and April–May. When applying for an event, the choice of both venue and date should therefore be considered carefully. For weekend events at Kupittaa Ball Game Hall, please also note that there are usually match bookings in the facilities on Fridays. This means that event setup cannot be carried out on Friday evening, and the preparations must instead be made on the morning of the event day.

    Application periods for regular bookings

Regular and single bookings for sports facilities managed by the City of Turku are mainly granted based on applications. Bookings are applied for in the Timmi booking system. For some sports facilities, bookings are allocated among the main user clubs based on a points system. Bookings outside the points system are allocated based on applications.

Below, you can find the seasons, application and processing periods for regular bookings at sports facilities, as well as any other procedures related to the allocation of bookings. Regular bookings are allocated after the application periods have ended. Applications submitted late will not be included in the main processing round, but regular bookings can also be applied for during the season, in which case applications are processed on a rolling basis. Not all sports facilities have a separate application period; for example, in the summer season, bookings for ball game fields are granted based on the points system, after which available slots can be applied for on a rolling basis.

Camps and sports schools held during the daytime in school holiday periods must be applied for using the event form. For the summer, applications must be submitted during the preceding January. For other holidays, such as autumn, Christmas and winter holidays, applications must be submitted during the preceding March. Applications submitted later will be processed on a rolling basis.

Bookings are invoiced according to the current price list.

Here are the booking and cancellation terms as well as key and invoicing practices.

The gyms will have a maintenance break from 19 June to 2 August 2026, from Midsummer until the end of July.

    Winter season

Applying for bookings: Before regular bookings for the winter season are allocated, the sports facilities take into account the schools’ own booking needs related to teaching, the sports bookings of the Turku Region Sports Academy and the workers’ institutes, as well as bookings related to the guidance and service activities of Sports Services.

In addition, some bookings are granted in advance, before the application period begins, to Turku-based indoor sports clubs that organise established activities and have several regular weekly bookings, or have special needs that limit the range of suitable gyms. The aim is to reduce the workload of clubs and provide consistency and continuity for organising activities. At the same time, this practice makes it possible to take into account needs arising from changes in activities and to ensure equal treatment from the perspective of all parties applying for bookings in sports facilities. Clubs included in the advance allocation will be informed of the allocation separately.

Bookings not included in the advance allocation are allocated based on applications. Applications submitted in the Timmi booking system during the application period in March will be processed by customer service and confirmed separately to the customer. Applications submitted after the application period has ended will be processed on a rolling basis in the order they are received.

Clubs included in the advance allocation may also apply for additional bookings during or after the application period.

Applications submitted in the Timmi booking system during the winter season application period in March will be processed in April and confirmed to the customer by email by the end of May at the latest. Please note: A large number of booking applications are submitted for the winter season, and several applications may be submitted for the same slots. For this reason, the requested booking may be rejected, or the booking granted may not correspond to the one requested. A granted booking is binding unless cancelled by the customer.

Gyms are reserved for schools’ own use in weeks 52–1 and 22. As an exception, Peltola, Samppalinna and Nunnavuori are open during weeks 52–1.

In week 22, no bookings are granted for gyms or ball game halls, with the exception of Kupittaa Ball Game Hall.

Bookings submitted after the application period has ended will be processed on a rolling basis in the order they are received.

    • Summer season: 13 April–31 December 2026 (weeks 16–52)
    • Winter season, Kupittaa 5: 2 January–31 March 2026 (weeks 1–15)
    • Calendar year, Veritas Stadium: 2 January–31 December 2026 (weeks 1–52)

Applying for bookings: Regular bookings for ball game fields are granted through a points system to ball game clubs that meet the facility-specific points criteria. Points-based bookings are allocated according to licence and league level information received from the Football Association of Finland, and separate applications are not submitted for them. Clubs included in the points system will be informed of the allocation separately. After this, bookings can be applied for on a rolling basis in the Timmi booking system. Rolling applications are open to everyone.

Granting of bookings: Regular bookings granted through the points system for Veritas Stadium for the full year and for the winter season at Kupittaa 5 will be confirmed to the customer by email during October. After this, available bookings can be applied for on a rolling basis in the Timmi booking system, and booking applications are processed daily.

Regular bookings for the summer season at outdoor fields, excluding Veritas Stadium, granted through the points system will be confirmed to the customer by the end of January at the latest. After this, available bookings can be applied for on a rolling basis in the Timmi booking system, and booking applications are processed daily.

Please note: The field at Veritas Stadium is in use all year round. Other artificial turf fields do not have winter maintenance, and bookings will be cancelled if weather conditions worsen. In November and December, Kupittaa 5 also does not have winter maintenance. In the event of sudden changes in weather conditions, the use of fields may become impossible at short notice, and customer service may not always have time to cancel bookings in advance.

From 1 to 12 April 2026, artificial turf fields will be available depending on weather conditions, and bookings are applied for through the Timmi booking system.

TASO matches must only be scheduled after the allocation of bookings has been completed, in accordance with separate instructions that will be sent to clubs by email in the spring.

Allocation of bookings and points-based criteria for ball game fields

Allocation of bookings and points models by facility type

    Objectives

Sports Services allocates regular bookings for municipal football training facilities each season in accordance with the booking allocation principles decided by the Sports Committee. The aim is to meet the facility needs of football clubs as well as possible, taking into account recreational and competitive activities, the number of participants and league levels. The aim is also to take into account the use of local and nearby fields that are important from the perspective of clubs’ activities. When allocating the very limited winter-season training facilities, particular attention is paid to those for whom these facilities are considered essential for their activities.

A points model is used as a tool for allocating bookings. The model calculates each club’s seasonal share of the total number of hours available in different sports facilities based on the number of teams and participants. The points model, which increases equality and transparency, is used to allocate bookings for municipal indoor and outdoor training facilities. The aim is also to make the use of sports facilities more efficient, both in terms of allocation and the actual use of granted bookings. Clubs’ own training facilities do not affect the points used in the regular booking allocation.

The City also supports elite sports and the development opportunities of young footballers through the sports facility resources allocated to the Turku Region Sports Academy. The points model does not affect the Sports Academy’s bookings.

Points model as a tool for allocating regular bookings

In the points model guiding the allocation of bookings, each club’s team-specific points are added together and multiplied by the number of playing and/or recreational passes held by the club. The total points determine the number of regular bookings the club receives from the available bookings. After Sports Services has allocated the bookings, each club allocates the training slots it has received to its teams according to its own priorities.

The Football Association of Finland provides the club-specific league level and licence information used in the points system according to the latest round, autumn or spring, depending on the timing of the allocation. For calculation purposes, a player or participant can be assigned to only one team within a club. The completed allocation of bookings is binding, and only the effect of significant changes, such as the discontinuation of activities, can be reviewed after bookings have been allocated.

    Allocation of regular bookings

The regular booking points system takes into account hours on weekdays approximately from 16.00 to 21.00 and on weekends approximately from 8.00 to 20.00, depending on the sports facility. Teams training at other times, such as representative teams, are not included in the points-based allocation. The total number of hours available for each facility type is confirmed each season. This number is affected, for example, by sports facilities under renovation or by restrictions on the use of facilities.

When bookings are allocated, attention is paid to distributing them fairly across different times, such as prime time, weekdays and weekends. Unnecessary bookings must be cancelled. Clubs may exchange regular bookings allocated to them with each other. Sports Services must be informed of any exchanges in a way that clearly shows the consent of both parties.

Additional regular and single bookings can be applied for during any available times for activities for all age groups and, depending on the field, also for other sports. Other sports that use the same field conditions as football clubs include lacrosse, American football, rugby and field hockey, as well as Finnish baseball and baseball in Impivaara Football Hall. Other sports are also taken into account in the points-based allocation so that the number of hours offered is calculated based on the ratio of participants in these sports to the total number of football participants.

    Match bookings

Match bookings have been reserved for full-size artificial turf fields and Impivaara grass field. Match bookings are not included in the total booking capacity to be allocated. They are therefore additional bookings for clubs to organise matches. Unnecessary match bookings must be reported by clubs or the Football Association to Sports Services so that they can be opened for normal booking allocation.

Clubs place their own matches in the match bookings directly through the Football Association’s TASO system. Clubs may also continue to place matches during their own training bookings. Separate instructions will be provided on match bookings.

The points model is used as a tool for allocating bookings for outdoor fields in the regular booking allocation for the so-called summer season, from the start of the football season until outdoor fields are closed when winter conditions begin. The points model is used to allocate regular bookings for fields on weekdays approximately from 16.00 to 22.00 and on weekends from 9.00 to 20.00. The bookings are allocated during October and announced separately to the clubs included in the points system. Bookings for other opening hours of the fields can be applied for in the Timmi booking system. Matches are played either during separately reserved match bookings or during clubs’ own training bookings.

Sand fields managed by the City of Turku are not listed as one field profile in the points system. Regular booking applications for them are processed in accordance with the general booking allocation principles. Competition grass fields are subject to a limit of 18 hours per week.

The highest league levels, Veikkausliiga and Men’s Ykkösliiga, are taken into account separately by agreeing on training and match bookings in advance with the clubs concerned. In the allocation of outdoor field bookings, the aim is to take into account not only competitive sports but also the importance of recreational activities, which play an essential role in encouraging residents of different ages to be physically active.

Calculating the maximum number of regular bookings for each club

    Seasonal points calculation model:

    A x B = C

    D x E = club’s maximum number of regular bookings

The number of teams in the club determines the starting points (A). The points earned by teams are divided into three categories, Levels A–C, taking into account the age groups, competition levels and recreational levels of the teams playing in leagues.

    Level A = 3 points per team
Men’s Kakkonen, Women’s Liiga, Boys’ U20 Finnish Championship league, Boys’ U17 Finnish Championship league, Women’s Ykkönen, Girls’ U18 Finnish Championship league, Boys’ U16 Liiga, Boys’/Girls’ U14–15 Liiga, Boys’/Girls’ U12–13 Liiga, Men’s Kolmonen, Women’s Kakkonen, Boys’ U20 Ykkönen, Girls’ U18 Ykkönen, Boys’ U17 Ykkönen

    Level B = 2 points per team
    Girls’ U18 Ykkönen, Boys’ U20 Kakkonen, Boys’ U17 Kakkonen, Men’s Nelonen, Girls’ U18 Kakkonen, Boys’ U17 Kolmonen, Girls’ U18 Kolmonen, Boys’/Girls’ U14–15 Ykkönen, Boys’/Girls’ U12–13 Ykkönen, Boys’/Girls’ U14–15 Kakkonen, Boys’/Girls’ U12–13 Kakkonen

    Level C = 1 point per team
    Boys’/Girls’ U10–11, Boys’/Girls’ U8–9, Men’s Vitonen, Women’s Kolmonen, Men’s Kutonen, KKI, Women’s Nelonen, Women’s 8v8, Boys’ U17/Girls’ U18 8v8, Boys’/Girls’ U14–15 8v8, Boys’/Girls’ U7 and younger

The total points are formed from the combined points for each field profile. There are four field profiles:

    • Full-size artificial turf fields
    • Artificial turf fields with recycled surface material
    • Competition grass fields
    • Recreational grass fields

Each club’s participant coefficient (B) is calculated as the ratio of the club’s playing passes, including recreational passes, to the total number of playing passes of all football clubs. The number of playing passes includes the playing and recreational passes granted by the Football Association of Finland as follows:

    • Full-size artificial turf fields: playing passes of all league-level teams are taken into account
    • Competition grass fields: clubs’ representative teams as well as U18 and U17 Finnish Championship-level teams are taken into account. For calculation purposes, 20 players form one team, because player numbers are not obtained directly from the association.
    • Recreational grass fields: playing passes of league-level teams outside competition grass fields are taken into account
    • Artificial turf fields with recycled surface material: recreational passes of league-level teams outside competition grass fields are taken into account

The club’s share of bookings in points (C) determines the club’s percentage share of bookings (D).

The total number of booking hours received by the club is formed by multiplying the total booking resource for football clubs (E) by the club’s booking share (D).

Regular bookings for the winter season at Impivaara Football Hall, weeks 39–16, on weekdays from 16.00 to 21.00 and on weekends from 8.00 to 20.00 are allocated using the points model. The bookings are allocated by July and announced separately to the clubs included in the points system. Bookings outside the points-based allocation can be applied for during the application period from 1 to 31 March.

The aim is to offer very limited winter-season, sport-specific prime-time indoor training conditions fairly and transparently to those for whom they are considered essential for their activities. For football clubs, the number of playing passes, not recreational passes, is taken into account for under-15s. For other sports, the number of participants under 20 is taken into account.

For the summer season, weeks 17–38, clubs apply for bookings in the Timmi booking system during the application period from 1 to 28 February.

Matches are generally played during clubs’ own training bookings.

Calculating the maximum number of regular bookings for each club

    Seasonal points calculation model:

    A x B = C

    D x E = club’s maximum number of regular bookings

    • The number of teams in the club determines the starting points (A).
    • Each club’s participant coefficient (B) is calculated as the ratio of the club’s number of participants to the total number of participants of all clubs.
    • When the points earned from teams (A) are multiplied by the participant coefficient (B), the club’s total points (C) are obtained.
    • The club’s share of bookings in points (C) determines the club’s percentage share of bookings (D).
    • The maximum total number of regular booking hours for the club is formed by multiplying the club’s percentage share (D) of the total points by the total number of regular bookings available (E).

    Frequently asked questions

The Sports Committee has decided on the general principles for allocating bookings (23 November 2021, section 105). The aim of the Sports Committee’s allocation principles is to ensure that sports facilities are used appropriately, efficiently and primarily for sports activities. The customer service and booking team of Sports Services allocates bookings in accordance with these principles. The Sports Committee does not decide on the allocation of individual bookings.

    • Training sessions for under-20s are scheduled for the early evening before 20.00.
    • Bookings, including regular, single and event bookings, are granted primarily to Turku-based clubs and associations. Sports Services has decided that bookings may be granted to applicants from outside Turku for available times no earlier than two weeks before the requested time.
    • When bookings are allocated, sport-specific training takes priority over supplementary training.
    • The aim is to offer all applicants some kind of facility, with the primary goal that the specific needs of each sport and the facility are suitable for each other. This applies, for example, to the allocation of facilities between competitive sports and recreational activities. The aim is to secure sport-specific training opportunities for so-called seasonal sports.
    • Competitive sports are granted bookings in facilities that correspond to their competition conditions. For recreational groups, the aim is to grant bookings in facilities that support the continuity of the groups.
    • Bookings should be kept as compact as possible and appropriate for the sport in question. In other words, if setting up equipment for a sport takes time, the aim is to schedule such sports consecutively as much as possible.
    • As a general rule, matches take priority over training sessions. A match booking may be made for a time that already has a training booking. The training booking will then be cancelled or moved.
    • The aim is to schedule match bookings at times that do not disrupt another sport’s or club’s training booking, at least not on weekday evenings.
    • The placement of events in sports facilities follows more detailed allocation principles, for example according to league levels.
    • Sports facilities are primarily intended for sports activities, both training sessions and events. The Director of Sports Services decides on events other than sports events.
    • In individual cases where the interests of organised sports and independent physical activity conflict, the number of participants in the sports groups must be considered when granting bookings in order to ensure efficient use.
    • During the season, Sports Services has the right to intervene in underused bookings by changing the allocation of bookings. The number of participants in groups using the facilities is assessed in relation to the sports facility in question. The aim of booking allocation is to use sports facilities as efficiently as possible.
    • Partners working with Sports Services who, in one way or another, are responsible for allocating bookings managed by Sports Services must follow both the booking allocation principles decided by the Sports Committee and the separate guidelines defined by Sports Services.
    • Sports Services announces the application periods for regular bookings and event bookings annually and communicates them to the users of the facilities.
